Research On Innovation Of Grassroots Governance In Tonglu County From The Perspective Of Integral Governance

At the Nineteenth National Congress of the Communist Party of China,it was clearly stated that the main contradiction in our society has been transformed from"the contradiction between people's growing material and cultural needs and backward social production"to"the contradiction between people's growing need for better living and unbalanced development".In order to resolve the prominent conflict,the Nineteenth National Congress also clearly pointed out that social governance should be developed in specialization,standardization,legalization and socialization.These new regulations not only provide the direction for accelerating the development of social governance or formulate strict requirements,but also propose a specific blueprint and a design framework for social governance.This paper chooses Tonglu County,Zhejiang Province,as an innovative grassroots governance because of its governance model called"Four Platforms",Since the construction of"Four Platforms"in Tonglu County,more notable results have been achieved in social governance.Based on the perspective of holistic governance,this paper finds the current dilemma and the internal causes of grassroots governance in Tonglu County.Explore the countermeasures and suggestions for promoting the modernization of grassroots governance from the perspective of holistic governance.The paper analyzes from six main aspects.(1)Provide a solid theoretical basis.This part focuses on the background,significance,research status at home and abroad,possible innovations and shortcomings,etc.(2)The basic concept and theoretical basis of social governance in China.This part mainly introduces the contents of grassroots governance,modernization of grassroots and overall governance in China.(3)The history of grassroots governance.This part expounds the historical development of grassroots governance and the dilemma faced by the present situation of grassroots government governance,and analyses the reasons for this dilemma.(4)The construction of"Four Platforms" in Tonglu County.This part briefly introduces the basic situation of Tonglu County,and makes an analysis of the background,key points,objectives and mechanism of the construction of the"Four Platforms"for Tonglu County's grassroots governance innovation.(5)Analysis of the difficulties and causes of the construction of"Four Platforms"in Tonglu County.From the perspective of holistic governance,this part summarizes the difficulties encountered in the construction of the"Four Platforms"in practice,and analyses its specific causes.(6)Policy measures and suggestions for promoting the modernization of grassroots governance from the perspective of holistic governance.Provide some references on making full use of the grassroots governance concept and the understanding of"Four Platforms"construction to promote the modernization of grassroots governance.
