Research On The Government Responsibility Of Harbin In Creating A National Civilized Cit

All over the country have been advocating the creation of civilized cities.After eleven years of exploration and three years of hard work,Harbin became a national civilized city in 2015.This article combines the national civilized city evaluation indicators with the actual work of Harbin civilized city creation,and uses inductive analysis to summarize the content of government responsibility in the national civilized city creation.Through an examination of the current situation of government responsibility fulfillment in the process of building a national civilized city in Harbin,we can identify the shortcomings of government responsibility fulfillment in the process of building a national civilized city in Harbin from the perspective of government management,such as the urban software and hardware facilities planning is not balanced enough,the investment of government support funds needs to be strengthened,the overall coordination of the work of relevant departments still needs to be strengthened,the supervision and evaluation of the effect of city creation is not timely,and the government’s guidance and mobilization of citizens to participate effectively is insufficient.This paper analyzes the reasons for insufficient performance of responsibilities,and studies and explores countermeasures to strengthen the government’s responsibility in establishing a national civilized city in Harbin.
