| If the nation is to revive,the countryside will be revitalized.In the face of the new situation and challenges,the report to the 19 th National Congress of the CPC made an important deployment of rural revitalization and defined the future development direction of China’s work concerning agriculture,rural areas and farmers.The report of the Party’s 20 th National Congress pointed out that the most arduous and onerous task of building a modern socialist country in an all-round way is still in the countryside.Grassroots cadres in rural areas are fighting on the front line.They themselves have dual roles as farmers and public officials.They are a group of people who really understand the needs of the grassroots.The research on their construction is related to the key role of promoting agricultural development,promoting rural prosperity and leading farmers to get rich,and has an important impact on the work of "agriculture,rural areas and farmers" in the new era,the environment of guaranteeing the stable development of the country and the realization of the strategy of rural revitalization.Therefore,this paper combined with the ability requirements of the rural grass-roots cadre team under the background of the rural revitalization strategy,taking District A of Changchun as an example,and taking the rural grass-roots cadre team under the narrow concept,namely the members of the village "two committees" and the village-group leaders who have made important contributions to the grass-roots work as the research object.Through literature review,the research framework and theoretical basis are laid.From the perspective of rural governance theory,incentive theory and human resources theory,field investigation,face-to-face interview and questionnaire survey are adopted to investigate the situation of rural grassroots cadres.It is found that the rural grassroots cadres have insufficient abilities,including outdated ideas,simple working methods and lack of professional knowledge.The current incentive mechanism system is insufficient,including the low remuneration of rural cadres,reduced sense of identity,ignoring the role of political incentive;The structure of rural grass-roots cadres is insufficient,including the age structure is large,the educational structure is low,the reserve structure is poor;Rural grassroots cadres work in a poor state,including negative emotion,work discipline consciousness is not strong,work enthusiasm is not high;The political environment at the grassroots level in rural areas is inadequate,including persistent petty corruption,inadequate village level management,and some cadres’ distorted view of power.The reasons are that the form of ability training and vocational training of rural cadres is greater than the content,the complexity of rural work content and the promotion mechanism do not match,the lack of understanding of rural talent construction leads to the lack of team optimization opportunities,the political understanding and development ideas of rural grass-roots cadres affect the work,the loose supervision mechanism and the poor channel lead to the deepening of the conflict between cadres and masses.Combined with the experience of other regions,it is proposed to strengthen the education and training,improve the team governance ability;Deepen the incentive system and enhance the internal power of the team;Strengthen political accomplishment,forge team excellent quality;Optimize the hierarchy to stimulate the team vitality;Improve the supervision mechanism,strengthen the team for the people consciousness and other countermeasures and suggestions. |
