| Rural governance is an important part of the national governance system and is also the foundation and key to the modernization of social governance.As the core element of the rural governance system,the rural governance structure provides an important perspective for understanding the characteristics of rural governance.Since the founding of New China,China’s agricultural production and operation model has gone through four stages:"scattered","unified","divided" and "combined".Since the founding of New China,China’s agricultural production and operation model has gone through four stages:"scattered","unified","divided" and "combined",and the rural governance structure has gone through "dual-track politics,governance by village gentry","unity of government and society,dominated by one yuan","village government,two autonomous committees "and "two-way interaction,one core and multiple".At the present stage,the new rural collective economy,as an important grip of rural revitalization strategy,brings about changes in production and operation modes that will shape the new rural governance structure.This paper constructs a typological framework of new rural collective economic development models from two dimensions:property rights structure and development orientation and classifies them into four models:collective self-employment,collective cooperation,household association,and household cooperation.Based on the AGIL model,this paper constructs a "function-structure" framework of rural governance structure and tries to explore the structure of rural governance through the functions of governance subjects.Two typical cases in Linyi City,Shandong Province are selected,which correspond to two common development models,namely,household association and collective cooperation.The study finds that the new rural collective economy influences rural governance structure mainly in four aspects:organizational inter-embedding,interest linkage,democratic practice,and goal coordination.Organizational nesting enhances the capacity of party organizations,strengthens the talent,resources and organizational foundation of village governance,and solves the problems of lack of governance subjects,scattered governance resources and insufficient governance authority faced by rural governance;interest linkage bridges the"structural holes" of power and social relationship networks,and builds a new type of village community;democratic practice strengthens democratic consciousness and improves democratic practice.The practice of democracy enhances the villagers’ main consciousness by strengthening democratic consciousness,improving power supervision,and promoting the construction of rural-style civilization;the coordination of goals shapes the intermediary space of village autonomy and the game space of rural relations,realizes the improvement of quality and efficiency of village autonomy,and optimizes the collaboration and game between villages.Under the influence of the new rural collective economy,the changes in village governance structure are mainly reflected in two aspects of village governance subjects and their relationships.In terms of rural governance subjects,they are characterized by diversified composition and functional compounding.As far as the relationship of rural governance subjects is concerned,the new rural collective economy has produced two impacts based on building a new village community.On the one hand,the horizontal relationship of rural governance subjects presents hierarchical characteristics;on the other hand,the vertical relationship of rural governance subjects is more interactive.On the other hand,the vertical relationship of rural governance subjects is more interactive.In a comprehensive view,rural governance at the present stage is characterized by "multi-participation and multigovernance",forming a governance structure of "political control,two-way interaction,one core and two wings,and multi-participation".However,there are potential risks in rural governance under the influence of the new rural collective economy,including the intensification of villagers’ utilitarian tendencies,the formation of a new dualistic structure,the intensification of village population loss,the risk of "elite capture" and the expansion of administrative power,etc.,which can be addressed by improving the "integration of the three governance systems" and exploring the expansion of collective membership."This can be addressed by improving the integration of the three governance systems,exploring feasible ways to expand the scope of collective membership,improving the service capacity of villages,innovating the mode of power regulation,and optimizing the checks and balances mechanism,to achieve the synergy between the development of new rural collective economy and the optimization of rural governance structure. |
