Research On The Governance Of Illegal Fundraising By Grassroots Governments From The Perspective Of Collaborative Governance

For a long time,China’s economy has maintained rapid development,and the contradiction between supply and demand of funds has become increasingly apparent.The problems of investment difficulties and financing difficulties are prominent,private investment channels are narrow,and the high returns of illegal fund-raising exist simultaneously.Illegal fund-raising cases frequently occur,which seriously damage people’s property rights and interests,affect economic and social stability,and damage the reputation and image of the government.At present,the situation of illegal fund-raising is still severe and complex,and how to effectively control illegal fund-raising has become the focus of social attention.Preventing and dealing with illegal fund-raising is a systematic task,which requires the participation of multiple entities,and a coordinated governance pattern featuring joint management,mass prevention and treatment,each fulfilling his or her own responsibility and concerted efforts.The grass-roots government is the responsible subject of territorial management,responsible for risk investigation,monitoring and early warning,case investigation,after-treatment,publicity and education,etc.In the process of governance,it is often found that the responsibilities of various departments are not clear,multi-subject cooperation is not smooth,the system and mechanism is not perfect,the supervision means are insufficient,and the social participation is not high.How to effectively prevent and deal with illegal fund-raising by grassroots governments is worth discussing and studying.This article takes the governance of illegal fund-raising in K district of W city as the research and analysis object.By reviewing relevant literature,sorting out relevant legal and policy documents,collecting,summarizing and analyzing illegal fundraising cases that have occurred in K district in the past five years,and studying the forms,characteristics,and patterns of current illegal fundraising activities,it provides comprehensive and accurate data support for discovering,analyzing,and solving problems,and takes the collaborative governance theory as the perspective and combines the front-line work experience.To systematically summarize the problems existing in the current governance process of grassroots governments,such as the lack of timely monitoring and early warning of illegal fund-raising,the lack of coordination in investigation and disposal,the lack of social coordination and participation,and the lack of coordination and coordination in follow-up treatment,etc.In-depth analysis of the reasons behind the problems,such as imperfect monitoring and early warning mechanism,imperfect joint investigation and law enforcement mechanism,imperfect mass prevention and mass treatment system and mechanism,and imperfect coordinated after-care and disposal mechanism.Finally,from the perspective of grassroots governments,targeted countermeasures and suggestions,such as coordinated monitoring and early warning,investigation and disposal,mass prevention and control,and prudent after-care,are put forward.To provide reference for grassroots governments to control illegal fund-raising work.
