| In order to continuously deepen the reform of government services,Shandong Province began to set up administrative examination and approval service bureaus in each city and county at the end of 2018,transferring the examination and approval power to the bureau for most administrative examination and approval items,but the management power remains in the original unit.It has changed the previous mode of administering matters through examination and approval,and has realized the separation of examination and approval power and supervision power,which aims to improve work efficiency and service quality.We will improve the effectiveness of oversight.The "separation of audit and management" has realized the approval of a seal,greatly simplified the process,streamlined the materials,Shorten service time and improve service efficiency.Facilitated the working masses and enterprises,enabled the supervision department to concentrate on supervision and management,and reshaped the image of the government serving the people.However,with the separation of examination and approval power and supervision power,some new contradictions are also highlighted.Let approval and regulation do their jobs.There is a gap in the connection between the examination and approval departments and the supervision departments,and there is an information blind area between the examination and supervision departments.Therefore,how to better play the role of administrative examination and approval reform,realize the positive interaction between examination and approval and supervision,avoid the disconnection of examination and supervision and avoid the regulatory blank is the key to break through the bottleneck of "separation of examination and supervision" reform.By analyzing the reform of "separation of examination and management" in the administrative examination and approval of F County,this paper further clarifies that the reform of "separation of examination and management" in the administrative examination and approval should focus on the core value concept of the modernization of government governance:based on law,centered on people,assisted by morality,relaxing economic control,strengthening social control,and promoting the reform in a gradual way.Based on the research on the reform of "separation of examination and management" in the administrative examination and approval of F County,the existing problems are analyzed:the gaps in the business connection between examination and approval departments lead to the uneven market entities,the low degree of information sharing between examination and supervision departments and the poor linkage,the separation of examination and management makes the business independent and unfamiliar,and the causes of these problems are as follows:System standardization,information sharing platform construction,rights supervision,etc.Through the analysis of the problems and causes,countermeasures and suggestions are put forward from three aspects:first,accelerate the standardization construction of "separation of audit and management",by improving the corresponding laws and regulations of the business and the assessment supervision and incentive mechanism,the behavior is restricted within the framework of the system,and the positive guiding role of incentives is given full play;Second,adhere to people-oriented,strengthen moral education,and create a good environment for government services.Improve the professional quality of staff,subjectively carry out the reform of "separation of audit and management";Third,we will increase investment in technology.Optimize the information sharing platform of audit and management linkage,and solve the problems caused by the "separation of audit and management" as much as possible through technical means and measures,so that the government and the public can enjoy the benefits brought by the reform of "separation of audit and management". |
