Due to the lack of effective development opportunities due to long-term geographical,financial and information barriers,the rural economy in remote and poor areas cannot achieve breakthroughs,and the development of rural areas is seriously hindered.As an important part of "Internet + modern agriculture",rural e-commerce has become an important means to transform the way of agricultural development in remote areas,and China has proved that the use of ecommerce can help agricultural products in poor areas better enter a larger market.Since the 19 th National Congress,Guangxi has focused on rural e-commerce,focusing on "industrial prosperity" relying on e-commerce into rural comprehensive demonstration projects to achieve the exchange and exchange of urban and rural resources,local governments in the process of developing rural e-commerce affected by the wave of "digitalization",vigorously seize the opportunity,innovate local rural e-commerce development and functional supply system,but traditional government administration in the collision with "Internet +",the grassroots demand for public services has also increased correspondingly,government administrative functions are still facing "blocking points",therefore,local governments should actively change their roles.Create a good ecological "soil" system for e-commerce development,lay the necessary environment for rural e-commerce development,promote rural e-commerce to take root in backward areas,and improve the governance efficiency of local governments.In order to help regional governments allocate limited resources to develop rural e-commerce and promote rural revitalization,this paper focuses on the operation of rural e-commerce development government functions in 11 counties in Guilin,Guangxi,investigates the counties in Guilin,uses fuzzy set qualitative comparative analysis methods,takes 11 counties in Guilin as cases to analyze,refines government functional behaviors into 8 specific conditions,and tries to find out the key functional factors affecting the development of rural e-commerce through the empirical stage.It also explores the effect of the configuration of various elements on the development of local rural e-commerce.Through the study,it is concluded that the government’s macro guidance and the three functions of improving network infrastructure and cultivating rural e-commerce talents are the core functional factors of the government to promote the development of rural e-commerce in the region.Improving the role of transportation infrastructure,providing supporting public service stations,and brand building are important functional factors of the government to promote the development of rural e-commerce industry.Finally,through the service-oriented government function theory and administrative ecology theory combined with the advantages and disadvantages of rural e-commerce development in the county,through "taking the strengths of market operation and making up for the shortcomings of administrative behavior",administrative services,social services and market services are closely combined into an ecological system,providing usable suggestions for local government administrative decision-making and administrative management,formulating operational and applicable policy planning,building a good operation mechanism for rural e-commerce,and helping rural revitalization.
