A Study On The Influencing Factors Of Farmers’ Willingness To Participate In The Improvement Of Rural Human Settlement Environment

Improving the rural living environment is a major strategic decision and plan made by the CPC Central Committee from a strategic and overall perspective,and a key task in implementing the rural revitalization strategy.In recent years,focusing on the improvement of rural living environment,the central government has issued the Guidelines for the Construction of Beautiful Villages,the Three-Year Action Plan for the Improvement of Rural Living Environment,and the Five-Year Action Plan for the Improvement of Rural Living Environment(2021-2025).Clearly points to highlight classification implement measures,overall consideration,highlight the characteristics of the local village,highlight the farmer main body,and improve the mechanism,the establishment of rural actively participate in,the rural residential environment renovation of diverse work to promote long-term mechanism,and plan to 2025 rural living environment improved significantly,ecological livable beautiful rural construction have made new progress.At present,with the continuous progress of rural human settlement environment improvement,the rural ecological environment and infrastructure have been improved and promoted.However,there are still many problems worth discussing and discussing in how to enhance the participation willingness of farmers and better improve the rural human settlement environment.For example,there are objective reasons,such as the weak subject consciousness of villagers,the loss of rural talents and labor force,and the leading role of Party members and cadres to be improved,which restrict the willingness of farmers to participate in the improvement of rural living environment and affect the effectiveness of rural living environment improvement.In this paper,Ruzhou City of Henan Province is selected as the research object.Based on the factors affecting farmers’ willingness to participate in the improvement of rural human settlements environment,35 administrative villages among 13 townships in Ruzhou City are randomly selected to conduct questionnaires and interviews,and the method of literature research is adopted.This paper analyzes and summarizes the research status of the improvement of rural human settlements environment and the mobilization and encouragement of farmers to participate in the improvement of rural human settlements environment.On the basis of sustainable development theory,new public service theory and social mobilization theory,Found that the rural residential environment renovation of Ruzhou existed in public policy formulation is closed and simplification,the use of the government’s policy tools are mandatory and inimical,publicity guide does not reach the designated position,village collective affairs open and transparent enough,farmers’ environmental consciousness and subject consciousness,and many other factors that affect farmers’ participation wishes.To solve the above problems,improve farmers’ participation in Ruzhou residential environment regulation,is proposed in this paper we will improve the mechanism of farmers to participate in policy-making and to strengthen the policy guidance and regulation,the innovation government governance tools,attract talent and rural labor return,highlighting the farmer main body status and so on many feasibility countermeasure,to other similar areas in Henan province and even the whole country to provide reference.
