With its fundamental,pillar and guarantee role in the economy,taxation has a contribution to national development that cannot be ignored.In recent years,the reform of China’s taxation system has been deepening,the tax collection and administration system has been optimized,and the standardization,convenience and accuracy of tax services and tax enforcement have been enhanced.In order to further promote the reform of "management and service" in the taxation field,improve the taxation supervision system,create a market-oriented,rule of law and international business environment,and better serve the development of market players,modern tax collection and administration methods advocate the transition from contact to contactless tax payment methods.As the reform of the tax collection and administration system develops in depth,the taxation work is also facing unprecedented challenges and pressures,so it is necessary to start from the actual situation,adhere to the problem-oriented approach,optimize service solutions and promote the taxation reform.Based on the analysis of e-government and contactless tax payment services at home and abroad,the current situation of "contactless" tax payment services in Y city is described through literature review and a lot of front-line work experience,and it is concluded that the construction of the channel platform is not perfect,contactless publicity is not in place,contactless service guidance is unreasonable,and the problem-solving mechanism is not standardized.The four aspects of the problem are not standardized.A questionnaire on the satisfaction of "contactless" tax payment services in Y was designed using these four aspects as dimensions to investigate and grasp the current satisfaction status of the contactless services of the Y Municipal Taxation Bureau.By combining the analysis of the current situation and the results of the questionnaire,we designed an interview outline and analyzed the causes of the problems through understanding both taxpayers and tax officers.The reasons for the problems are many loopholes in the construction of the platform,the lack of targeting and timeliness of publicity,the lack of guidance for contactless services by tax officers,and the lack of scientific planning of the problem-solving mechanism.Based on the description of the current situation,questionnaire survey and interview results,an optimisation plan was formulated in four aspects,namely,improving the construction of the channel platform,innovating the classification propaganda method,strengthening the experiential service guidance and improving the problem-solving mechanism,and supplemented with organisational,ideological,institutional and supervisory guarantees to ensure the effective implementation of the plan.
