Research On The Interdepartmental Collaborative Governance Of Broadband Access Problems In Commercial Buildings In Beijing

General Secretary Xi Jinping pointed out that building a high-quality socialist market economic system requires improving the basic system of the market economy and creating a market-oriented,legalized,and international first-class business environment.Currently,broadband access in commercial buildings is an important part of the evaluation of the international business environment.Whether small and medium-sized enterprises can enjoy convenient,high-quality,low-price,and multiplechoice broadband access services is directly related to the quality of the business environment.Since the end of 2018,Beijing has focused on carrying out cross-departmental collaborative governance actions on broadband access in commercial buildings.Breaking the "intestinal obstruction" of broadband access in commercial buildings has become one of the important contents to improve the business environment in the region.This article will explain the background,performance,historical process and the necessity of collaborative governance of the broadband access problem in Beijing’s commercial buildings.Conducted research on the cross-departmental joint governance of broadband access issues,and deeply analyzed 3 cases of broadband governance in commercial buildings.Participants who actively assisted sent 100 questionnaires.A total of 7 people from the company conducted in-depth interviews according to different outlines,sorted out and analyzed the question papers and interview results,sorted out the problems existing in the previous period of co-governance,analyzed the reasons for their occurrence,and finally continued to develop commercial building broadband after improvement.Put forwar-d countermeasures and suggestions for cross-disciplinary assistant work.Combined with the long-term,arduous,and repetitive characteristics of the governance of broadband access in commercial buildings,this article will analyze the imperfect collaborative organization,weak cooperative subjective will,insufficient data sharing ability,difficulty in law enforcement and evidence collection,and limited applicable penalties in governance.and other issues,and analyze the reasons.Finally,from the three directions of improving the institutional foundation,strengthening the construction of collaborative governance capabilities,and building an information sharing platform,including improving relevant laws and regulations,establishing a cross-departmental high-level leadership mechanism,and improving the entire process of supervision,evaluation and incentives.Guarantee system 1.Strengthen the construction of talent teams,strengthen the construction of organizational culture,enhance the awareness of multi-subject participation,explore information sharing mechanisms,strengthen network data security protection,and strengthen joint punishment-oriented credit management.Suggestions on the optimization and improvement of cross-departmental collaborative governance of income issues,provide reference for Beijing’s decisionmaking,provide reference for other regions,promote the optimization and improvement of the regional business environment,and help the development of the digital economy.
