This dissertation mainly studies the optimization of the "integrated management" reform of the county-level business environment.As the most basic administrative unit,counties are an important part of promoting the modernization of the national governance system and governance capacity.The connotation of the "integrated office" reform in the county business environment can be extended to the "integrated service" reform,which is driven by the county party committee,county government,and relevant functional departments to integrate various departments and units that operate independently.Through business integration,process reengineering,and data sharing,more related matters are promoted to be "integrated" and processed,in order to break the "information barrier" and "island effect",and achieve the goal of reducing links,materials,and time limits,So as to exert the effect of "1+1>2" and provide more convenient services for the enterprise masses.This dissertation,supported by the theories of digital government,system integration,and seamless government,analyzes the significance of the "integrated office" reform,which means that the government and relevant functional departments start from "integration" to reduce service costs,meet the needs of enterprises and the public for various application scenarios,enhance the attractiveness of investment attraction,and work together to promote the development of the business environment towards normalization and institutionalization.Construct a theoretical analysis framework,defining the main body of the "integrated office" reform as the government departments involved in policy formulation and practical implementation,and the object as the means and tools in the "integrated office" reform in the business environment.The two support each other through certain conditions to achieve the goal of promoting integrated handling of matters,improving service efficiency and quality.Using case analysis,literature research and interviews,this paper conducts field research on the reform of "integrated office" of business environment in L County,Shandong Province,and finds out some problems existing in the process of the reform and optimization of "integrated office" of business environment in L County,such as insufficient attention to integration reform,barriers to information integration,lack of information professionals,inefficiency of information integration platform,etc.The reasons for the problems in the reform of integrated business environment include: firstly,inadequate understanding of integration;Secondly,the cross departmental collaboration mechanism is not sound;Thirdly,there is limited support for personnel training;Fourthly,the platform construction is incomplete.Based on the advanced experience of the "integrated office" reform in different regions,the following opinions and suggestions should be put forward for optimizing the "integrated office" reform of the county-level business environment: firstly,change the service concept and improve the service level;Secondly,communication and exchange should be done well to break through information barriers;Thirdly,we need to improve the training mechanism and create a professional team;Fourth,we need to do a good job in building information platforms and increase support for intelligent services. |
