Research On Problems And Countermeasures Of Comprehensive Administrative Law Enforcement Reform In W Township Of S City

A strategic choice has been made to promote the modernization of the national governance system and governance capacity.Grassroots governance is the cornerstone of national governance,and townships are the most grassroots administrative institutions in my country.The overall promotion of township and urban and rural community governance is the basic project for realizing the modernization of the national governance system and governance capacity.At the same time,since the 19 th National Congress of the Communist Party of China,many important documents issued by the Central Committee of the Communist Party of China and the State Council have put forward clear requirements for continuing to deepen the reform of the comprehensive administrative law enforcement system and implementing cross-sector and cross-departmental comprehensive law enforcement in townships.It is particularly important to reform the administrative law enforcement system,strengthen the research on the theory and practice of comprehensive administrative law enforcement,and further optimize the comprehensive administrative law enforcement system.This article take the literature research,historical investigation method,interview method and other methods,using the theory of administrative organization,the government function theory and the elaborating management theory,according to the city,county,township of the relationship,to build up the historical process of reform,study S city W township in the villages and towns comprehensive administrative law enforcement reform results and the existing insufficiency,And through combining the management theory and the experience and practice of the reform pioneer area,put forward targeted suggestions.On this basis,through the discussion about the experience and the actual work,law enforcement personnel to sum up and finishing,in accordance with the administrative organization theory,the elaborating management theory to analyze the rural comprehensive reform of administrative law enforcement in law enforcement matters,tube and punishment after the boundary treatment,law enforcement basis,law enforcement officers and security aspects and problems still exist.In view of the existing problems in W Township,this paper puts forward some countermeasures and suggestions for the refined reform of township comprehensive administrative law enforcement in terms of scientific division of functions and powers,improvement of system and mechanism,strengthening of personnel training,innovation of comprehensive administrative law enforcement legal support,strengthening of logistics support and other hardware support and improvement of law enforcement effectiveness.Then,it provides new ideas and references for improving and optimizing the system and mechanism of comprehensive administrative law enforcement in towns and townships,and improving the reform results of comprehensive administrative law enforcement in towns and townships.
