Research On Supervision Of The Masses In The Counties Under The Jurisdiction Of X City To Promote The Corruption Governance Of Village Cadres

In the rural field,the corruption of village cadres has become a "cancer" that is abhorred by the villagers,and we must fight the corruption of village cadres to the end.Xi Jinping,general secretary of the Communist Party of China Central Committee,stressed that "the eyes of the masses are bright,and the opinions of the masses are our best mirror",activating the power of the masses can effectively curb the corruption of village cadres.Therefore,it is necessary to allow mass supervision to play an important role in promoting the corruption governance of village cadres.However,mass supervision promoting the corruption governance of village cadres is not always smooth,and in the case of the counties under the jurisdiction of X City,villagers face multiple difficulties in participating in the corruption governance of village cadres.In order to effectively release the potential energy of mass supervision and gradually eliminate the problem of corruption of village cadres,it is necessary to deeply analyze realistic attribution of the dilemma and then solve it.Based on this,this thesis deeply explains the related issues on mass supervision promoting the corruption governance of village cadres in the counties under the jurisdiction of X City,in order to contribute wisdom to improving the corruption governance ability of local village cadres.On the basis of investigating the situation of corruption governance of village cadres promoted by mass supervision in the counties under the jurisdiction of X City,this thesis finds that mass supervision promoting the corruption governance of village cadres has made some practical achievements,but it still faces the practical difficulties that insufficient construction of external carriers for mass supervision,shortcomings in the construction of mass supervision system,poor implementation about work on handling reports from the masses,and poor efficacy of the main body of mass supervision.After analysis,it was found that the lack of support for mass supervision by grassroots party and government organs,the innovation of mass supervision system facing many obstacles,demand correlation interferes with the work behavior of township cadres,and the lack of effective practice of mass supervision in rural areas led to the occurrence of difficulties.Based on this,the thesis proposed a way to improve the efficacy of corruption governance of village cadres promoted by mass supervision in the counties under the jurisdiction of X City.Specific to the following aspects: First,we should enrich the external carrier of mass supervision through measures such as creating a probity supervision station for village cadres and strengthening the construction of a network supervision platform.Second,we should improve mass supervision system through the establishment of a system for township cadres to take turns on duty in the village,a system for village cadres to report on their debriefing and integrity on a regular basis,a system for village party members to contact the masses,and a system for assessment of the publicity of village affairs information.Third,we should improve the efficiency of handling reports by the masses through establishing mechanisms such as mechanisms for timely filing and feedback about mass reporting,mechanisms for dedicated personnel to handle mass reporting cases,and mechanisms for handling masses reporting cases within a time limit.Fourth,we should improve the efficacy of main body of mass supervision through building an online and offline legal popularization learning platform,and strengthening the construction of a culture of integrity in rural areas.Actively implementing the above relief strategies can effectively resolve the dilemma faced by mass supervision promoting the corruption governance of village cadres in the counties under the jurisdiction of X City,and promote the modernization of rural governance in the counties under the jurisdiction of X City.
