In recent years,with the increasing workload and requirements of rural grassroots governance,coupled with a large number of rural aspiring youth going out,some elected village "two committees" cadres are not competent for the current work.After the elimination of absolute poverty in 2020,it is urgent to build a team of village cadres who understand agriculture,love rural areas and farmers.In this context,Guiding County of Guizhou Province issued a document in 2020 to encourage cadres of government organs and units to serve as village branch secretaries and concurrently as the director of village committee and the director of village level cooperatives.Based on the theory of embeddedness,this paper takes the first batch of 23 cadres selected to work in the village of Guiding County as the whole investigation objects,and uses the methods of questionnaire survey,field survey and case analysis to study the working mechanism and achievements of selecting cadres to work in the village.At the same time,some problems existing in the selection and dispatch of cadres to villages are also concluded: some of the selected cadres feel "hard" to work with low efficiency;some of the local village committees and the masses doubt and do not support the selection and dispatch of cadres;some of the selected cadres are slack in thinking and work;some of the selected cadres are busy and other village committees and cadres are idle;some of the selected departments are not satisfied with the selection and dispatch of village gangs There was less support for the children.Through in-depth analysis of the problems found,the main reasons are the imperfection of the system of selecting cadres,training and learning,supervision and management,assessment and incentive,and the contradiction between "foreign village cadres" and "acquaintance society".Through the analysis of the existing problems,this paper puts forward the Optimization Countermeasures of sending cadres to the village,and the specific measures to improve the effectiveness of the assistance: first,strictly select the conditions of sending cadres,strengthen the pre service training of cadres;second,carry out the work of "leading the old to the new";third,improve the management and supervision mechanism,establish the care and security mechanism;fourth,strengthen the other team members of the village "two committees";fifth,increase the sending departments Support efforts.The relevant research conclusions can provide useful reference for the Rural Revitalization in other areas of the country or the application of grassroots governance in the next step.Finally,this study points out that: as an effective way to strengthen the construction of grassroots cadre team,the role of selecting and sending cadres to the village should be affirmed.Through the improvement of policies,the system and mechanism will continue to mature and improve,and the selected cadres will play a greater role in the grass-roots governance.
