| Digital reform has become a hot content of current social development and social governance,and local governments have been using digital thinking and cognition,using digital technology to carry out an all-round and systematic reshaping of institutional mechanisms,organizational structures,processes and means of governance.The digital reform of government services is an important part of the digital reform of the government,and is a reupgrade of the reform of government services,which is based on public data platforms and applications,using digital technology to realize the massive date collection,storage,transportation and processing analysis,etc.,thus optimizing and reorganizing the process of government services,expanding multi-cross collaborative processing,innovating intelligent service supply,improving service efficiency and public satisfaction,and on this basis Gradually realize technical rationality to institutional rationality.The digital reform of government services is not only a response to the rising expectations of the masses for a better life,but also a key measure to stimulate the vitality of market players and optimize the business environment.However,the current research on digital reform of government services is relatively limited,and most of the existing literature is based on the government’s perspective,while few papers explore the path of digital reform of government services from the enterprise’s perspective.Therefore,it is of great research significance to study the path of digital reform of government services from the perspective of enterprises in this paper.Zhejiang Province took the lead in digital reform at the beginning of 2021,and the current reform is beginning to show results.This paper selects three cities,Hangzhou,Ningbo and Taizhou for in-depth research,constructs a process model of digital reform of government services based on enterprise satisfaction through rooting analysis,analyzes and summarizes the path of digital reform of government services and its internal logic,found the current problems existing in the reform,analysis the reasons of these problems and put forward corresponding countermeasures.The study finds that: the digital reform path of government services can be divided into four dimensions: governance structure,governance mode,governance tools and governance concept,which are Integrate and optimize service process,cooperatively improve service function,discover demand with data,and "people-oriented" value orientation;its intrinsic logic is to take enterprise satisfaction as the fundamental guide,and gradually upgrade the reform from office efficiency to Department coordination to data analysis and then to humanized service,so as to provide quality service for enterprises.The current digital reform of government services has achieved certain results,but there are still some challenges,such as not smooth consulting services,uneven functionality of government services,small range of smart services,and unsatisfactory handling experience.Based on this,the article proposes countermeasures from the aspects of broadening consultation channels,strengthening interdepartmental synergy,improving data resource utilization capacity and making infrastructure renewal guarantee. |
