Research On The Problems And Countermeasures Of Business Environment In Gansu Province

Under the background of "streamlining the government,delegating power,and improving government services",the State Council has issued the "Regulations on Optimizing the Business Environment",in order to further enhance the ability and improve the level of government services,continue to optimize the business environment,and therefore to stimulate market vitality and social creativity,which would provides the institutional and legal guarantee for the optimization of the business environment.Gansu Province has taken a series of measures and introduced corresponding policies in view of the reforms to “streamline the government,delegate power,and improve government services",which has achieved good results.At the same time,business environment has improved.However,the result of optimizing is still in low level nationwide,for example,optimization effect is not obvious,and it’s not live up to expectations of enterprises and the masses.Thus,we can identify that there are some urgent problems to solve,such as poor knowledge of ideological understanding,implementation difficulties,information island,lacking of top design and service consciousness,etc...This paper takes the problems existing in the optimization of business environment in Gansu Province as the breakthrough point,and conducts exploratory research on further optimization of business environment through analyzing the current situation of the optimization of business environment in Gansu Province.This paper is divided into five parts.The first part is the introduction.The background and research significance of this article are clarified.At the same time,the paper sorts out the research on the business environment at home and abroad on the theoretical basis,research stage,measurement index,influence factors,optimization research and other aspects of the research on the business environment,in order to consolidate the research foundation of the paper.The second part is the literature review,this part includes: problems and causes of business environment in Gansu Province,the investigation on the construction of evaluation indicators,the streamlining of administrative examination and approval,the standardization of market supervision,the facilitation of government services,the effectiveness of reform,the construction of legal environment,and the satisfaction of enterprises.It is found that there are still some problems in the business environment of Gansu in the aspects of policy publicity,supervision,and service.The third part focuses on the experience of optimizing the business environment in the Yangtze River Delta region and the Beijing-Tianjin-Hebei region.The fourth part is the countermeasures and suggestions to optimize the business environment in Gansu Province.This paper suggests: improving service capacity,continuously optimizing convenient and efficient government affairs environment,comprehensively enhancing enterprise life-cycle management and service ability,focusing on creating a fair competition market environment,comprehensively strengthening enterprise services around the security and stability of business,strengthening and optimizing the implementation and guarantee of business environment.By doing so,the overall rectification and optimization will be made.We hope a stable,fair and transparent business environment for all types of market entities to invest and start businesses in Gansu will be built in the future.
