| As an important means for the party and the government to contact the people,listen to the People’s opinions and understand the people’s feelings,letters and visits are the main channels for the people to put forward their opinions and suggestions to the party and the government.However,with the development of society,letters and visits have been separated from the original functional positioning,and gradually evolved into the masses to resolve conflicts and disputes,to safeguard their own interests.Township is the beginning of the procedure of letters and visits,but also the end of resolving contradictions,in order to solve all kinds of conflicts,at the same time,let letters and visits return to their original functions,do a good job of letters and visits to villages and towns is the key.Therefore,it is very important to study and analyze the problems of letters and visits in villages and towns,and put forward some countermeasures and suggestions to solve the problems.This article takes the township letters and visits as the research object,taking n town of x county as an example,through reading the relevant literature,combs the domestic and foreign letters and visits situation research present situation,again in the public crisis management and the social conflict theory foundation,through the relevant concrete data obtained,the representative typical cases obtained from the field investigation and the real thoughts of the parties in the interviews,we understand the difficulties faced in the process of the letters and visits in N Town,this thesis analyzes the reasons for the plight of letters and visits in N Town.Finally,according to the knowledge and relevant experience to propose the corresponding solutions to the problem.Through investigation and research,we know the status quo of letters and visits in town n of x County and the working situation of letters and visits,and we explore the deeper reasons behind letters and visits by analyzing concrete cases.Through the investigation of the present situation,the author finds out that the problems faced by the letter and visit workers in N Town are mainly embodied in the following: the service level of the staff in the township needs to be improved,the demand for the letter and visit can not be solved in place and the process is difficult,the phenomenon of“Waiting in line” for the letter and visit in the township is serious,and the order of the letter and visit is disorderly,affect the normal mass letters and visits,mass letters and“Visits” do not believe“Law”.The main reasons are the weak working force,the asymmetry of the power and responsibility of the township departments,the heavy responsibility of the work,the many tasks,the great pressure,the“All-encompassing” petition and the high expectation of the masses,the weak legal awareness of the masses and the“Pressure by visits” of some masses.Finally,in the light of the problems,it is proposed to strengthen the working force of letters and calls,to perfect the institutions of letters and calls,to balance the power and responsibility of the township governments,to enhance the ability of letters and calls service,and to perfect the relevant systems,the countermeasures and suggestions include standardizing the work order,unblocking the channels of letters and visits,strictly carrying out the classified treatment of letters and visits,strengthening the guidance of mass education and strengthening the propaganda of policies. |
