Research On The Problems And Countermeasures In The Work Of Petitioning In Villages And Towns

The report of the 19 th National Congress of the Communist Party of China points out that socialism with Chinese characteristics has entered a new era,and the problem of letters and visits shows the characteristics of increasing total information,complicated information content and diversified information behavior,which puts forward new tasks for China's social governance,and the Party committee and government,as the main unit participating in social governance,also faces unprecedented challenges.As a unique way to solve conflicts and disputes in the process of China's development,letters and visits,especially at the grass-roots level,aims to help the masses express their interest demands,solve problems,and encourage the masses to actively participate in political life and political supervision.In addition,the party and the government also have a deeper understanding of the wishes and demands of the masses through letters and visits.Based on this,this paper studies the problem of township petition work.This paper takes C town of W County as the research object.On the basis of putting forward this problem and literature review,it defines the concept and analyzes the theoretical basis.First of all,this paper focuses on the w County C Town petition work settings,work practices,main types and significant characteristics of the description,and the township petition work problems are summarized.Secondly,this paper uses the theory of collaborative governance to analyze the main reasons for these problems are the government's "one head" management concept,the township government as the main body of governance to exclude other subjects from participating,the lack of multi-agent collaborative consultation and settlement mechanism,the imperfect performance management assessment of the government,and the deep-rooted concept of "letters and visits do not believe the law".Finally,based on the analysis of the causes,this paper puts forward the countermeasures to solve the problems in Township petition work,that is,to establish the service concept of grassroots government petition work,to optimize the coordination of the main bodies involved in governance,to innovate the mechanism of multiple main bodies participating in mediation,and to improve the supporting facilities.
