Research On Community Ideological And Political Work From The Perspective Of “Three-governance” Integration

Community ideological and political work is the key to the implementation of China’s new urbanization development strategy,and is an important part of China’s grassroots governance.In the report of the 20 th Party Congress,it is pointed out that "a new type of urbanization with people at its core is promoted,and a pattern of coordinated development of large,medium and small cities is built based on city clusters and metropolitan areas." As the center of gravity of China’s grassroots governance continues to sink,the rapid development of urbanization and the transformation of community functions,the people’s mode of production and lifestyle have undergone tremendous changes,and they desire higher material conditions,spiritual civilization,and a better living and working environment.As an important place for people’s life,the community gradually becomes a gathering place for people’s various conflicts.To effectively prevent,detect and resolve conflicts in order to maintain community public safety,promote community harmony and enhance the happiness of community residents,it is necessary to strengthen community ideological and political work,use ideological and political principles and Marxist ideas to guide community personnel in their thoughts and values,stabilize political direction and promote community This paper is based on the principle of "integration of the three governments".This paper adopts an empirical research method based on the "integration of three governance" perspective,combining the practice of ideological and political work innovation in Kunming Donghua Road community,summarizing the experience and shortcomings,and exploring the new path of community ideological and political work in the new era.First,the connotation,extension,characteristics,and roles of related concepts are explained,and the necessity of community ideological and political work is analyzed from the perspective of "three governance" integration,and the relationship between "three governance" integration and community ideological and political work is clarified.The relationship between the integration of "three governance" and community ideological and political work is clarified.Secondly,the research and analysis are carried out in Kunming Donghua Road community as an example,from small to large,from individual to general,to explore the typicality and highlights of the work of Donghua Road community in stimulating vitality by self-governance,determining and stopping disputes by rule of law,and gathering strength by moral governance.Again,we analyze the dilemma of community ideological and political work in terms of the integration of the "three governance" and the role of each element,and analyze the causes of the problems in the light of historical,demographic,institutional and practical factors.Finally,using the principle of the relationship between the whole and the parts,we study the path of promoting community ideological and political work in five aspects: playing the leading role of party building,strengthening the foundation of self-government,playing the role of rule of law,strengthening the support role of moral governance,and building a new pattern of "three governance" integration and synergy.Combining theoretical and practical analysis,we can see that the concept of "three governance" integration injects new vitality and provides a new choice for the effective implementation of community ideological and political work in the new era.It can effectively solve the problems of traditional community ideological and political work,which are single,inflexible and weak in appeal.Therefore,based on the actual grassroots community,we should continuously strengthen the concept of "three governance" integration,promote community ideological and political work to keep pace with the changing needs of the times,so as to lay a solid foundation for the comprehensive construction of a modern socialist country.
