Research On The Ideological And Political Work Of Urban Community From The Perspective Of Meta-governance

Urban communities are the home of people’s daily life and an important area for ideological and political work.The ideological and political work of urban communities involves a wide range of complex contents and diverse forms,and plays a role in consolidating grass-roots governance,innovating grass-roots social governance and building a harmonious society in accordance with the requirements of the times.Based on the modern theory of state governance in the new era,Marx’s people-centered theory and the ideological and political work theory of the new era Party,this paper analyzes the ideological and political work of urban communities by using meta-governance theory to construct the analysis framework of influencing factors of urban community ideological and political work,combining metagovernance theory with the modernization theory of state governance in the new era,marx people’s center theory and the ideological and political work theory of the new era Party.Metacriticgovernance theory emphasizes that the government assumes the main responsibility of social governance and coordinates and balances various social governance models.Based on meta-governance theory,this paper makes an empirical study on the ideological and political work of urban community in District Z by means of questionnaire and interview.This paper analyzes the effective practice of ideological and political work in urban communities and the challenges of the times in four dimensions.The effective practice of ideological and political work in urban communities is embodied in the main structure of “one core,multi-subject,multi-force ”,in the allocation of resources to strengthen community public services and volunteer services,in the work of guiding residents with quality education in culture and socialist core values,and in the design and normalization of job security at the top.At the same time,the ideological and political work of urban communities faces the challenges of the times,such as: the cross-cutting,dislocation and absence of the main body role positioning;the unbalanced development of work resources,inadequate resource allocation and idle resources;insufficient attention to network public opinion education,inadequate community education on the rule of law,and insufficient development of mental health education in educational content;inadequate job security and “administrative” mechanism of community management,and inadequate assessment of job responsibilities.At present,the urban community’s ideological and political work responsibility implementation is weak,the resource allocation speed is slow,content innovation pace is slow,the policy optimization and vigor is insufficient.These are the times when challenge root.This undoubtedly put forward a more scientific and comprehensive optimization countermeasures to the ideological and political work of urban community in the new era.Therefore,the meta-governance theory tells us that in order to improve the ideological and political work level of urban communities,we should first grasp the meta-governance role of the party committee committee and the government,strengthen the coordination role of the neighborhood committee,cultivate the interactive consciousness of residents,and realize the coordination and interaction between the main bodies.Secondly,we should integrate resources from the three aspects of developing resources,strengthening resource allocation and improving resource allocation resource utilization,and do a good job of community service.Third,we should pay attention to education network public opinion,strengthen education of community rule of law,pay attention to the education of mental health,and serve the society with the rich educational content of the Party’s innovative theories.Finally,we should perfect the operation mechanism,clarify the post-responsibility mechanism,perfect the appraisal incentive mechanism mechanism,and adapt the ideological and political work mechanism to the actual work needs of the community.
