Research On Gusu District Embedded Community Elderly Care Service Under The Perspective Of Collaborative Governance

In recent years,with China’s aging process,China will enter a serious aging by2030.The report of the 20th National Congress of the CPC has made it a major priority to promote the widespread availability of essential elderly services in order to foster China’s social progress.Under the leadership of the Party,the pension system project led by the government and coordinated by various parties will be gradually improved,and the socialist pension cause will be further strengthened.Community embedded elderly care is a new elderly care service mode,which can establish a new elderly care service system with the cooperation of the government,institutions,and communities,so as to maximize the role of the government,social organizations and families,and provide feasible solutions for the elderly to live nearby and at home.At the same time,the embedded community pension also provides sufficient physical space for the social communication of the elderly,which can effectively ease the burden of the elderly family members and children.Related research on community embedded pension can provide a theoretical and practical sample for the reform of Chinese pension cause and help perfect the existing pension service system.An examination of Gusu District’s elderly care service was conducted through questionnaire,comparison,and interview,taking into account applicable management theories such as social embedded theory and collaborative governance theory.In this article,the author analyses the current problems in the old-age care system,such as irrational distribution of retirement service resources,insufficient integration of the embedded retirement service market,low service efficiency of pension related institutions,And a lack of effective cross-disciplinary involvement.Given the current problems,it is suggested to improve from four main aspects.First,make full use of the governmental coordinating role in the provision of the aged,strengthen the transformation of the concept of government services,perfecting the policy and the supervisory system.Second,it is necessary to enhance the quality of multi-discipline and construct a large data platform for the exchange of information and give full play to the synergistic governance effect.Third,it is necessary to ensure the quantity and quality of the elderly care personnel,improve the collaborative training mechanism of talents,improve the incentive mechanism of elderly service personnel.Finally,we should adhere to the cultivation of the pension service market system,form diversified pension service institutions,and timely formulate the development plan of pension service institutions.Through various study approaches,this article probes into the model and status quo of elderly care service in Gusu District from the angle of cooperative management,studies the pension experience that can be used for reference and promotion,analyses the current key issues,and proposes some suggestions for improving them.In the future,further research and demonstration should be carried out according to the theoretical and practical development.
