| The outbreak of the emergency has brought a major impact on the whole social system,but also puts forward new requirements for the stability and recovery of the city as the basic unit of the country in the state of crisis.The traditional emergency management model has been difficult to respond effectively,and it is imperative to improve the resilience of urban governance.In order to adapt to the new concepts and trends of urban development,the 14 th Five-Year Plan(2021-2025)for National Economic and Social Development and the Long-Range Objectives Through the Year2035 clearly calls for building resilient cities,proposed to coordinate emergency governance and economic development,which is a systematic issue.Among them,the government,enterprises,social organizations and the public,as the important force in urban governance,can effectively promote the completion of this task through overall coordination.Therefore,the following questions are asked in this paper: What is the current situation of various subjects participating in urban governance? What are the problems in the process of improving urban resilient governance? What causes it? How to improve the resilience of urban governance through multi-subject governance behavior?Through the combing of emergency management theory,resilience governance theory and collaborative governance theory,this study built a framework of urban resilience governance that integrates system,culture and technology.The overall governance of emergency management in Taiyuan City was studied by using documentary research,case study analysis and system analysis,and the resilience of each entity in the governance process was analyzed.Combined with the current situation,it analyzes the difficulties and reasons they face,and gives corresponding solutions.The study found that urban resilience governance,as a new approach to urban risk management,has achieved certain results,but there are still difficulties in the institutional,cultural and technical levels,which is worth further exploration.On the system level,the lack of coordination and stability of the system leads to the incompleteness of the system planning and emergency plan construction system.On the cultural level,the conflict of interests and the lack of learning normality mechanism of various subjects in the process of urban resilience governance lead to the lack of emergency concept and weak sense of learning.On the technical level,the influence of traditional mechanism and the imbalance of regional development lead to the lack of intellectualism and practicability of technology.In view of the existing problems,this study puts forward suggestions to optimize urban resilience governance from three aspects: institutional resilience,cultural resilience and technological resilience.These includes: strengthening institutional resilience by improving macro planning and emergency response,building cultural resilience by fostering trust and learning awareness and enhancing technological resilience by aligning technology and governance,facilitating information communication.Thus,it can improve the resilience of cities under risk situations and promote the process of urban resilience governance. |
