Study On Emergency Preparedness Of Yancheng City From The Prespective Of Resilience Managemnt

As a city on the eastern coast of China,Yancheng not only has the geographical characteristics of a coastal area,but also a relatively backward economy.The Yancheng government’s emphasis on economic development at the expense of safety issues has led to a high incidence of local emergencies.For example,the 623 tornado incident in Funing County of Yancheng City,the 321 chemical plant explosion in Xiangshui County of Yancheng City,the 327 bank run in Sheyang County of Yancheng City,and so on.With the frequent occurrence of emergencies,emergency management has begun to receive attention from the government,and resilient governance,as a governance model for responding to emergencies,provides us with new ideas to be able to react quickly and adjust flexibly to effectively respond to risk challenges when emergencies occur,requiring not only a perfect system and organizational system,but also innovation in governance concepts,technologies and methods to form a resilient governance system that can adapt to change and A resilient governance system that can adapt to change and continuously improve.Therefore,it is important to strengthen emergency preparedness to improve urban resilience.This study takes resilient governance as a research perspective and takes the issue of emergency preparedness in Yancheng city as an entry point.Starting from three dimensions:historical background,realistic background,and theoretical background,this study analyzes the current situation of emergency preparedness in Yancheng city by various means,such as field research,expert consultation,access to official public information,and questionnaire survey.Combining with typical local cases,we explore the problems of rigid organization and system,uncontrolled responsibility and public opinion management,inadequate preparation and rehearsal of plans,and insufficient preparation of emergency resources in Yancheng City’s emergency preparedness,and try to analyze the reasons for the existence of these problems:lack of resilient organization and system,lack of government supervision and public opinion management,insufficient attention of responsible institutions,and weak awareness of emergency resource reserves,and propose specific improvement measures regarding the Specific improvement measures are proposed for the existing shortcomings: strengthening legislative work and system construction,strengthening supervision of leadership responsibilities,strengthening plan preparation and plan exercises,and strengthening emergency facilities and material preparation,which play a positive role in further improving emergency preparedness and promoting emergency preparedness of Yancheng city government.To a certain extent,it complements the emergency preparedness theory of Yancheng City and expands the research perspective of public emergency management.
