| In the course of its 100-year struggle,the Communist Party of China(CPC)has followed the basic ethnic viewpoint of Marxism,based on the basic ethnic situation of our country,always adhered to ethnic equality,respected the customs and habits of all ethnic groups,and embarked on a correct path of solving ethnic issues with Chinese characteristics in the course of step-by-step exploration in light of actual conditions.In the course of the Long March of CPC and the Red Army to the northwest,in order to implement CPC ’s ethnic theory and policies,CPC began to establish a large number of ethnic work organizations under the major organizational systems of CPC,government,army and masses,and the establishment of these ethnic institutions played an important role in the practice of CPC ’s ethnic policy.Among them,CPC ’s ethnic work organs have played an important role in safeguarding national unity politically and coordinating ethnic work and revolutionary work;Ethnic local governments at all levels under the leadership of CPC have done a lot of work for the administrative work of ethnic localities,and have also explored useful experience in the organizational form of ethnic local governments,especially the establishment of the Yuhai Autonomous Government,and the experience of regional ethnic autonomy has made significant contributions to the adjustment and improvement of the CPC ’s heories and propositions on ethnic groups.In the military aspect,various ethnic armed forces established with the help and guidance of CPC have contributed important forces to the unity of the whole nation against Japan;In terms of mass organizations,mass organizations of all ethnic groups and specialized ethnic education institutions under the leadership of CPC provided an inexhaustible source of power for the self-education of compatriots of all ethnic groups and the training of cadres for ethnic work during this period.At the same time,the organizational construction of ethnic work during this period also reflected many distinctive characteristics,one of which was to put forward ethnic work from other aspects of work and set up a large number of relevant specialized institutions,reflecting the characteristics of relative independence;Second,the wide scope of ethnic work in organizational construction;Third,the organizational structure of CPC’s ethnic work is mostly characterized by the committee system;Fourth,the characteristics of extensive establishment of ethnic survey and research institutions in the course of organization building.Finally,during the Anti-Japanese War period,CPC also reflected some development laws in the process of building ethnic work organizations in the northwest,one of which was the continuous expansion of the scope of work and the continuous strengthening of systematic coordination;Second,the principle of ethnic equality runs through ethnic work;The third is to integrate Marxist national theory with the reality of the Chinese nation. |
