| After the establishment of the National Government of Nanjing,it continued the special policy on Tibet since the Qing Dynasty and set up a special organ for the rule of Tibet,the Committee for Mongolian and Tibetan Affairs.However,at that time,the internal and external conflicts in Tibet were constant.Therefore,the Nationalist government obtained a good opportunity to establish a resident office in Tibet by mediating external conflicts,strengthening the contact with the Panchen Lama and easing the relationship with the Dalai Lama.In 1940,the Central Tibetan Administration Office was set up in Lhasa.It was not until 1949 that the officials of the Office in Tibet were evacuated after the "Expulsion of Han" incident.The Resident Office has been responsible for Tibetan affairs for nine years.The text of this paper is divided into four chapters.Among them,The first chapter explains the background of the establishment of the office in Tibet based on the strategies and policies of the National Government of Nanjing in dealing with the basic problems in Tibet The second chapter explains that the economic affairs of the Resident office in Tibet have followed the economic thoughts of the head of the office and the principle of strengthening sovereignty and promoting development.The third chapter is the content and practice of the economic policies of the Resident Office in Tibet,including the policies of finance,development of industry,transportation and trade.The fourth chapter is the analysis and summary of the effectiveness of the economic policies of the resident office in Tibet and the reasons for the analysis.During the nine-year period,focusing on the livelihood of the people of all ethnic groups in Tibet,the office in Tibet unified the currency value of the currency in circulation in Tibet,developed land and water transportation to ensure trade and commodity circulation,and gave preferential treatment to merchants and duty-free commodities to enhance trade,formulated plans and policies for economic development in finance,industry,transportation and trade.Adhering to the principles of the National Government of Nanjing to firm sovereignty and promote development,it promoted the economic development of Tibet to a certain extent and improved the living conditions of the people of all ethnic groups in Tibet.However,some policies have not been put into practice in time,and there are still certain limitations. |
