The Study On The Policy Of The Aid For Tibet Drive From Peaceful Liberation To Reform And Opening-up

Based on the history of the work and the relevant documents literature of theCommunist Party of China at Tibet from the peaceful liberation to Reform andOpening-up,study the policy of the Aid for Tibet Drive,sout out the practice andachievements of the Aid for Tibet Drive,sum up experiences,analysis of the problemand the reasons,provide the the oretical reference for future aid for Tibet.After thepeaceful liberation of Tibet in1951, the government invested a lot of manpower,material and financial resources in order to promote development of social andeconomic of Tibet. With the "blood transfusion" aid of the central finances, the mainsource of revenue of local government in Tibet is the central financial subsidies. Theper capita income and the basic living conditions of Tibet had improved through thesupport of the socio-economic aspects in Tibet. A network of highways extending inall directions had been established.Energy and electricity supply was increasinglyabundant.High penetration of communication facilities, education and health facilitieshad been completed preliminary.The quality of the population had been greatlyimproved. For future development we should focus on the balance of urban and ruraldevelopment and strengthen international cooperation through internationalorganizations to support economic and social development of Tibet. Improve theinstitution building of support for Tibet including aid work of the Harmonized System,fiscal restraint system and evaluate effectiveness system.The first part of the article is to introduce the significance of the Aid for Tibet, theAid for Tibet has been a long-standing and has a very important role for the prosperityof the country, national solidarity, stable development of Tibet and social harmony.The second part deals the assistance of Central for agriculture, livestock breeding andpower industry as well as the achievements from1951to1979. The third partdescribes the work of the aid for Tibet by the finance, education and health careerassistance as well as the achievements in this period. The fourth part mainly makesdeeply thinking, summing up the successful experience, analysis the weakness as well as reasons of the aid wok in this period and proposes four aspects of the proposals andmeasures.Try to bring some value in use at the same time by striving theoreticalresearch practice.
