A Study On The Path Of Optimizing Community Governance Under The Guidance Of Party Building

Grass roots Party organizations are the most critical link in the huge organizational system of the CPC,the foundation of all the work and combat effectiveness of the Party,and the most direct and core unit for the Party to deal with the people.As the smallest unit in the social governance system,communities bear the important task of serving the "last mile" of the party to the masses.In order to modernize the national governance system and capacity,promote high-quality economic and social development,and consolidate the solid foundation of the Party’s long-term governance,we must constantly improve the Community Governance system under the leadership of Party building,give full play to the core leading role of Party building in grass-roots social governance,gradually improve the grass-roots governance system,and improve the grass-roots governance capacity.Taking L Street in Binzhou City as an example,this study uses literature research,questionnaire,interview,case analysis and other research methods,and uses Community Governance theory and collaborative governance theory to explore the important role of party building in the process of Community Governance,the existing problems and the specific path of optimization.First of all,this thesis summarizes and elaborates the research status of the party building leading Community Governance at home and abroad,and introduces the research ideas and methods.Secondly,it analyzes the role played by the party building leadership of L Street in Binzhou City in Community Governance and the results achieved.First,play the core role of grass-roots party organizations,second,absorb the participation of social organizations,third,strengthen mechanism construction,and fourth,inject scientific and technological forces.Thirdly,through the research on the current situation of the party building leading Community Governance in L Street,it is found that there are many problems in the current party building leading Community Governance,such as the "leading goose" role of grass-roots party organizations is not prominent,the willingness of the masses to participate in Community Governance is low,and the resource integration of grass-roots party organizations is not efficient.The main reasons for the problems are that the integration of party building guidance and Community Governance is not deep,the building of grass-roots party organizations is not strong enough,the governance mechanism of multiple subjects is not sound,and grass-roots party organizations are not closely connected with the masses.In combination with the advanced experience of party building leading Community Governance in Wuhu Road Sub district,Baohe District,Hefei City and Wangma Community,Changqing Sub district,Hangzhou City,such as strengthening the leadership of party building,taking root in serving the people,and digging deeply into the linkage of social organizations,the thesis finally proposes an optimization path to strengthen the leadership of grass-roots party building in Community Governance,including strengthening the battle fortress of grass-roots party organizations,highlighting the role of grass-roots party building in leading community residents’ autonomy,and multi subject participation in cohesion of governance.Through analysis and research,we believe that: to improve the Community Governance system and enhance the effectiveness of Community Governance,we must continue to strengthen the construction of grass-roots party organizations as a guarantee;Continuously innovating mechanisms and methods,doing a good job in resident autonomy work,collaborating with diverse subjects to participate,and consolidating social governance efforts are effective ways to fully leverage the leading role of grassroots party organizations.
