| According to the report of the 20 th CPC National Congress,the urban and rural living environment will improve significantly in the next five years.Since the 19 th National Congress of the Communist Party of China,the three-year action to improve the rural living environment has achieved remarkable results.The "dirty,disorderly and poor" situation prevailing in rural areas has been significantly improved,and the village environment has changed to basically clean,tidy and orderly,and the quality of life of farmers has been significantly improved.However,the development difference in rural areas is obvious,and the grass-roots governance is difficult.In the process of rural human settlements governance,the government still dominates,fails to fully tap the vitality of market capital and social forces,and there are problems such as insufficient governance power,lack of driving force,lack of coordination and unity,which affect the overall quality and efficiency of rural human settlements governance.Therefore,it is urgent to explore a sustainable,high-quality and efficient governance model with the participation of multiple subjects,and promote the in-depth development of rural human settlements governance.This thesis takes P Street in J City as the research object,based on stakeholder theory and collaborative governance theory,through field survey of 78 villages in the jurisdiction of P Street,interviews with street cadres,village committees and villagers,to understand the measures taken and governance results of rural residential environment governance in P Street in J City.At the same time,by analyzing the problems existing in the governance of rural human settlements in P Street of J City,it is found that the current governance power is relatively concentrated in the government,the participation of social forces is not deep,and the participation of market capital is poor.The reasons are the lack of the concept of common interests of all parties,the imperfect coordination mechanism,and the insufficient capacity of all parties to participate in governance,which makes it difficult to achieve a breakthrough in the governance level of rural human settlements.Based on the typical practices of rural human settlements governance in Wujiang District,Jiangsu Province,Sanou Village,Fujian Province,and Wuxing District,Zhejiang Province,this thesis puts forward countermeasures and suggestions to optimize rural human settlements governance,that is,to stimulate the participation of all actors,improve the implementation mechanism of collaborative governance,and improve the conditions of collaborative governance.It is hoped that this study can provide reference and reference for rural human settlements governance in a larger scope and help implement the rural revitalization strategy. |
