Study On The Optimization Of Rural Human Settlement Environment Improvement Mode In S County Of Henan Province

The rectification of rural human settlements is an important part of the rural revitalization strategy.The rectification of the rural human settlements environment is related to the fundamental well-being of farmers and the harmony of rural social civilization.At present,the situation of my country’s rural human settlements environment is still very unbalanced,and the problem of dirt and chaos is still relatively prominent.How to speed up the rectification of the rural human settlements environment and improve the level of the rural human settlements environment is one of the issues we need to focus on at present.The research on the model and effect of rural human settlements environment rectification is conducive to consolidating and expanding the achievements of the three-year action to rectify the rural human settlements environment and promoting the process of building beautiful villages in the new.This paper mainly focuses on the research on the rectification of rural human settlements,taking S County in Henan Province as the research object.Analyze the actual results of its rural human settlement environment remediation work under the government-led mode.Based on the cooperative governance theory,stakeholder theory,and participatory democracy theory,this paper designs a questionnaire to investigate the satisfaction of the remediation effect of rural human settlement environment in S County,and finds that the effectiveness of garbage treatment,villagers’ participation,the use of remediation funds and infrastructure building satisfaction is not high.According to the existing problems,we further dig into the reasons,and find that the reasons for the low satisfaction with the improvement effect of human settlements in S County are that the establishment and implementation of the long-term management and protection mechanism of its improvement model are not in place,the participation of villagers in the improvement model is limited,and the improvement model is limited.The economic foundation of the model is weak and the source is single,and the supervision mechanism of the renovation model is not sound enough.On this basis,according to the analysis of the problems existing in the existing model,villagers are introduced as the main body of the renovation,and the "government + villagers" model is proposed to further improve the design principles,constituent elements,operation mechanism and safeguard measures of the model.To ensure that the model can operate under the long-term management and protection mechanism,villager participation mechanism,capital investment mechanism,and supervision and assessment mechanism.At the same time,it proposes safeguards for the smooth operation of the model,namely,establishing a village renovation planning system and clarifying village planning;innovating the Incentive Mechanism to enhance the villagers’ sense of honor;broadening funding channels,doing a good job of publicity and guidance;strengthening the capacity building mechanism of village cadres,and giving full play to their guiding role,etc.Strive to make up for the problems existing under the government-led model through the operation of the "government + villagers" model,so as to promote the realization of the goal of rural human settlements in S County.
