Study On The Governance Of Rural Human Settlement Environment Under The Background Of Rural Revitalization

Rural and rural dual structure system causes rural development to lag behind the cities,agricultural and rural modernization progress slowly become the short plate restricting our socialist modernization,in order to solve the problems of "three rural",China put forward the rural revitalization strategy.According to the strategy,improving rural living environment is an important part of the rural revitalization strategy and the "first tough battle" of rural revitalization,which provides an opportunity to improve rural living environment.At the same time,improving rural living environment can boost rural revitalization,polish the background of rural revitalization,and lay a solid foundation for rural revitalization.Therefore,rural revitalization and rural living environment governance are interrelated and mutually promoting.The improvement of rural residential environment is of great significance to our country,which is related to the happy life of Chinese farmers and the development of Chinese agriculture and rural areas.Since China launched the campaign to improve rural residential environment,preliminary results have been achieved: The situation of rural dirty and chaotic has been reversed,the village environment has been basically clean,tidy and orderly,and the quality of farmers’ life has been generally improved.However,the overall level of rural residential environment in our country is still not high,there are many problems,which requires our government to transform the governance concept,actively construct a multi-subject co-governance mode,play the role of villagers,enterprises,social organizations and other subjects.Improve the governance system of rural residential environment,so as to meet the demands of our vast peasant masses for rural residential environment in the new era.This paper takes rural revitalization as the research background,rural human settlements governance as the research content,and Z District of Zibo City,Shandong Province as the research object.Under the guidance of public governance theory,multicenter governance theory and humanism theory,this paper comprehensively uses literature research method,questionnaire survey method,interview method and case analysis method to grasp the basic situation of rural human settlements governance in China.The current situation of rural human settlement environment governance in Z district is analyzed.Through field visits and investigations,it is found that there are problems in the process of rural human settlement environment governance in Z district,such as lack of villagers’ cognition,lack of governance funds,imbalance of governance work area,single governance subject,low governance quality,and easy rebound of governance effect.The main reasons are the low education level of the villagers and the inadequate publicity work of the government.Limited government funds and little other capital investment;The natural and economic conditions of each village are different,and the government policies are inclined;The participation of governance bodies such as villagers,markets and voluntary groups is low;The governance pursues quantity,neglects quality,and the governance effect is low.Oversight and control mechanisms are not in place for analysis.By introducing the experience of rural human settlement environment governance at home and abroad and summarizing its enlightenment,the author proposes governance improvement countermeasures from six aspects: strengthening publicity and education,strengthening financial security,scientific planning and overall planning,improving the multiple governance system,making up the shortcomings of governance,and establishing and improving the long-term supervision and management mechanism,in order to provide governance ideas and programs for rural human settlement environment governance in Z district.
