Research On Local Government Responsibility Of PPP Projects In Infrastructure Field

Whether the government can undertake its responsibilities in PPP projects is the key link to determine the vitality of PPP projects.This paper takes the government responsibility in PPP projects in the field of infrastructure as the research object,and defines the government responsibility in PPP projects in the field of infrastructure by combining literature research and case analysis.With perspective analysis of the whole life cycle of the PPP projects,on the basis of the new public service theory,from the political,economic,legal,and social responsibility from four aspects,to build the framework to analyze five phase four responsibility ",through two typical cases to the infrastructure PPP project shall bear the responsibility of the government and the actual responsibility to conduct a comprehensive analysis.In the author’s opinion,in PPP projects in the field of infrastructure,local government responsibilities refer to the specific responsibilities that local governments should undertake in PPP projects,including political,economic,legal and social responsibilities.Generally speaking,local governments in China have a relatively high level of responsibility fulfillment in PPP projects in basic fields.The author choose a national demonstration project in hunan mangshan reservoir project forest PPP projects and lanzhou veolia water group,the PPP project as a case,the local governments in the field of basis in the PPP project responsibility to perform the behavior carried on the thorough analysis,comparative study,the author found out that whether the fulfillment of the local government responsibilities in place,deciding the success or failure of infrastructure PPP project;Objective orientation of project selection,role orientation of government in project,risk sharing and benefit sharing mechanism of project,responsibility consciousness and ability of government,effective supervision mechanism and other factors are the key factors affecting the fulfillment of government responsibility.The author believes that in order to improve the government’s accountability capacity of PPP projects in the field of infrastructure,the following aspects must be started: Adhere to the goal orientation of giving priority to public interests,accurately position the role and function of the government in PPP projects,build a reasonable risk sharing and benefit sharing mechanism between public and private parties,improve the government’s responsibility awareness and ability,and establish an efficient supervision system throughout the life cycle.
