Study On The Problems And Countermeasures Of Commercial Registration System Reform In Tangshan High-tech Zone

Commercial registration is a necessary part of commercial activities.It is a process in which various organizations request the administrative department for approval and record their business contents in order to obtain,adjust and cancel their qualifications to carry out business transactions.Seven years ago,the reform of the commercial registration system was officially launched,and the first step of reform was taken in China.Local governments adhered to the work goal of optimizing the business environment and the implementation path of promoting the reform of "release,management and service",supported the operation and development of enterprises,improved the convenience of market subjects engaged in business activities,further established the brand of government serving the people,and the level of market supervision reached a new level.However,as the domestic economy enters the new normal,the reform of the commercial registration system is further promoted in depth,and some new situations and problems also appear,such as the imbalance of government intervention means,poor supervision and management effect,uneven service quality and other problems are becoming increasingly prominent,which restricts the development of economy and society to a certain extent.Taking the reform of Business Registration System in Tangshan high-tech zone as an example and based on the relevant literature at home and abroad,this paper systematically expounds the development course and present situation of the reform of business registration system at home and abroad,this paper introduces the implementation of the reform of Business Registration System in Tangshan high-tech zone,and comprehensively and systematically combs the present situation of the business registration work in Tangshan high-tech zone by means of interviews,talks and questionnaires,based on the theories of new public service theory,rational choice institutionalism and government regulation,this paper comprehensively analyzes the current work situation and social repercussions,draws out the aspects to be improved,it also puts forward some countermeasures and suggestions,such as perfecting the system guarantee,perfecting the form examination system,perfecting the Enterprise Information Publicity Platform,strengthening the process management and control,perfecting the withdrawal mechanism of the market main body,and strengthening the optimized force disposition,etc.,it provides a reference for the reform of Business Registration System in Tangshan high-tech zone.
