Research On The Commercial Registration System In Zhangqiu District,Jinan City

The commercial registration system is an important part of the market economy.Our commercial registration system was born in the era of planned economy.After years of operation and practice,there are many places that are not suitable for the development trend of the current market economy.In 2014,our country began to implement the reform of the commercial registration system,vigorously optimize the commercial registration system,and fully release the vitality of the market economy.As a strong economic district of the provincial capital,Zhangqiu District follows the pace of reform and actively promotes the reform of the commercial registration system in its jurisdiction.After years of exploration and practice,a commercial registration system has been formed,with registered capital subscription system,enterprise information self-publicizing,registration permission“First according to certificate”,“Five certificates in one”,registered residence commitment system and the whole process of registration electronic as its main contents,business registration is more convenient,business start-up costs have been significantly reduced,the number of market players is growing rapidly,and market vitality has been effectively released.While the implementation of the new system has achieved remarkable results,it also inevitably brings about many problems.In this thesis,the Commercial Registration System in Zhangqiu District is taken as the research object,and the main problems existing in the current commercial registration system in Zhangqiu District are summarized by using the Comparative Analysis Method and interview method,including the abuse of the registered capital subscription system,the abuse of the registered capital subscription system,the abuse of the registered capital subscription system,the abuse of the registered capital subscription system,the abuse of the registered capital subscription system,the abuse of the registered capital subscription system,the abuse of the registered capital subscription system,the abuse of the registered capital subscription system,the abuse of the Registered Capital Subscription System,the False registration and repeated registration disturb the market order,and bring challenges to“Strict management” after“Wide advance” and barriers to departmental coordination.According to the performance of the problem,to explore the reasons behind: imperfect laws and regulations,credit mechanism construction lag,market supervision efficiency is not high,department coordination mechanism is not perfect.Finally,by referring to the advanced experience of the commercial registration system reform in Pudong,Shanghai and Futian,Shenzhen.and guided by the new public service theory and the limited government theory,some suggestions are put forward,such as perfecting the legal system of business registration,promoting the construction of credit mechanism,improving the efficiency of market supervision and perfecting the coordination mechanism of departments.
