A Study On The Propagandist System In The Early Stage Of New China (1950-1958)

Since the founding of the People’s Republic of China in 1949,China got rid of semi-colonial and semi-feudal society and truly became an independent country.The Communist Party of China has also changed their duty from which leading people to wrest political power to govern the whole country.How to execute broader and deeper propaganda work throughout the whole country has become an vital task placed in front of the Communist Party of China after the founding of new China.The propagandist system is an important system of mass publicity work developed by the Party at the Early stage of New China.In early 1950,developing propagandist and setting up the propagandist system started with the northeast,north China,east China and central south.After a year of experiments,according to the successful experience of the test areas,on January 1,1951,the central committee of the communist party of China issued "the central committee of the communist party of China about the decision to set up a propaganda network for the masses",With the construction of propaganda network,the propagandist system also developed gradually on a national scale.Based on the collation and analysis of the relevant documents of the Party’s propaganda work,this paper sorts out the whole historical process of the propagandist system from its experimental establishment in 1950 to its suspension in1958.As the main executor of the propagandist system,the propagandist is an important bridge and link between the Party and the masses.The selection system,conference system,training and education system,inspection and reporting system and evaluation system of the propagandist constituted the main contents of the institutionalization of the propagandist.Propagandists use oral publicity,written publicity,literary publicity and news media publicity in their work to extensively publicize current affairs at home and abroad,the Party’s principles and policies,and advanced production experience among the masses,playing an important role in the connection between the Party and the people.The development of the propagandist system directly promoted the construction of the propoganda network system,made a new attempt for the construction of the mainstream ideology and the publicity work,greatly consolidated the ruling of the Party.But there are some problems in the process of development,like the formalism,the unprofessional of propagandist team and the unsound construction of propaganda system.Above problems lead to the propagandist system failed to develop as a long-term system.March 31,1958,The central government issued “notice on the problem of propaganda network”,it marked the suspend of the propagandist system.This paper takes the party’s propagandist system as the research object in the early period of The People’s Republic of China(1950-1958),through reading,sorting and analyzing a large number of relevant historical materials,this paper sorts out the whole development process of the propagandist system from 1950 to 1958,focusing on the basic content and characteristics and trying to outline the historical development of the propagandist system,Finally,this article will put forward historical references for Party’s propaganda work through the analysis of the historical functions and limitations of the propagandist system.
