The Xi Jinping said: “We should support the People’s Congress and its Standing Committee in exercising their supervisory power according to law,and improve the People’s Congress’ s supervisory system over administrative,supervisory,judicial and procuratorial organs.” It is particularly important to improve the supervision system of local people’s congresses over administrative organs,which is determined by the national nature of the people’s democratic dictatorship and the practice of national governance.The local people’s assembly,rather than supervising the government,The control of the government by the local people’s assemblies is essentially the control of the government by the people and the expression of the democratic dictatorship of the people in political practice.The government exercises power under the control of the people’s assemblies in accordance with the Constitution and the law,placing power "in the cage of the regime",which is an integral part of the modernisation of the state system.However,local governments are weak in the operation of the system of the People’s Congress supervising the government.The local people’s congress lacks the strength to supervise the government,the problem of poor effectiveness is prominent,and the purpose of system design is not achieved.Therefore,it is of great theoretical and practical significance to study the institutional operation of the local people’s congress supervising the government,explore the institutional path to improve the local people’s congress supervising the government,and strengthen the institutional guarantee of the people’s ownership of the country.This thesis aims to grasp the operation logic of the system of local people’s congress supervising government by studying the theoretical basis and operation mode of the system of local people’s congress supervising government.First of all,it elaborates the institutional connotation of the local people’s congress supervising the government.It includes analysis of the relationship between local population conferences and local authorities,the theoretical source and legal basis of local population conferences monitoring the authorities and the preparation of the basic logics of local population conferences that monitor the intergovernmental system.So we can draw the institutional significance of the local people’s congress supervising the government,and determine the institutional design purpose and institutional construction direction of the local people’s congress supervising the government.Secondly,it combs the historical evolution of the system of the local people’s congress supervising the government,and combines the current situation of the system operation of the local people’s congress supervising the government to draw the system operation logic.Based on this,this thesis sorts out and analyzes the problems existing in the system operation of the local people’s congress supervising the government.First of all,by combining the supervision practice of local people’s congress on the government,from the perspectives of supervision consciousness,lagging and passivity of supervision mechanism,supervision effectiveness and supervision strength,the typical problems in the system operation of local people’s congress supervising the government are sorted out and analyzed.Secondly,through the study of the individuality and commonness of these problems,the causes of these problems are analyzed.Finally,on the basis of grasping the purpose of the system design and the direction of the system construction,from the aspects of the system environment construction,the system content construction,the system security construction and the system external construction,the outstanding problems and causes in the system operation are put forward with targeted suggestions for improvement.Exploring ways to institutionally improve administrative supervision through local people’s congresses is in line with the demand to strengthen the institutional guarantee of people’s leadership as set out in the Report of the 20 th National Congress of the Party Central Committee,and is in line with the characteristics of the times.It is also in line with the need to build local democratic politics and is realistic.By studying the functioning and improvement of the system of government control through local people’s congresses,we want to contribute to the protection of the people’s democratic dictatorship and the development of the whole people’s democratic process.
