Reform and opening-up has lasted for more than 40 years,especially in the administrative approval system reform has been increasing in depth and breadth,and has made a series of proud achievements.With the continuous development and growth of China’s market economy,the market’s resource allocation function is increasingly enhanced,how to administrative approval system reform as a breakthrough to continue to optimize the business environment,mobilize the enthusiasm of the market and the creativity of society,better adapt to the new normal,to promote new development,is an important issue to be addressed by governments at all levels.At present,the reform of the administrative approval system has become the key content and effective way of the "management and service" reform,the core measure is to take the needs of the masses as the guide,the rational allocation and reorganization of approval resources,and continue to improve the level of government management to better serve to meet the needs of high-quality socio-economic development.In order to further transform government functions,accelerate the construction of service-oriented government,around the deepening of the "management and service" reform,optimize the business environment as the main line of work,in the administrative approval system reform continue to carry out useful exploration and active practice.2019 S high-tech zone in the municipal park to take the lead in promoting the The reform of "relatively centralized administrative licensing authority" and the establishment of the Administrative Approval Bureau laid the cornerstone for the reform of the administrative approval system.However,as a new urban area,S City High-tech Zone was listed and established late,and is a functional area established by S City in order to build a new pattern of municipal development positioning and promote the development of high-tech industries,with a more special form of zoning,and does not belong to the official administrative district category.Therefore,the high-tech zone in S is at a disadvantage compared with other counties in the same city in terms of maturity of reform,integrity of mechanism and system,and richness of resources,etc.Its development transformation also faces more complex problems and more difficult challenges.Based on theories of government reengineering,holistic governance theory,digital governance theory and other related theories,this paper takes S high-tech zone as the research object,makes full use of various research results obtained by domestic and foreign scholars in the field of administrative approval system reform,and adopts the methods of literature research,comparative analysis and field research to study the reform of administrative approval system in S high-tech zone.Through rational research methods,we analyze the problems of mechanism and system,personnel team,coordination and management linkage in the process of reform in S high-tech zone,and dig into the root of the problems.At the same time,drawing on the experience of reform in advanced domestic regions,we summarize the inspiration for local governments to innovate and promote the reform of the approval system,propose optimized countermeasures for the administrative approval system in S city high-tech zone,and summarize the research findings and make outlook for future research.
