| National high tech zone is a new thing which has appeared along with China’s reform and opening up.It undertakes the major mission of pilot and innovative development in national development,has made great contributions to national economic and social development,and has become an important support for local regional development.In recent years,as China’s economy has entered the new normal,the requirements of social development and the changes of social environment have made the development of high-tech zones enter a new historical period.In order to adapt to the changes of economic situation and administrative environment,some national high-tech zones began to explore the reform of management system,so as to achieve better development.Based on an analysis of the predicament and optimizing strategies of management system reform of P High-tech Zone in Henan Province,this paper hopes to deepen the overall understanding of the management system reform of national high tech zones,help it straighten out its management ideas,put forward reference suggestions for optimizing the reform path,and provide practical reference for innovating the management mode of local government.Taking the management system reform of P High-tech Zone in Henan Province as the research object,taking the new public management theory and flexible government theory as the theoretical basis,and using the research methods of literature research,case analysis and field investigation,this paper comprehensively analyzes the current situation of its management system reform,and summarizes the main methods and achievements of its management system reform from four aspects,which are promoting administrative decentralization,straightening out the organizational structure,implementing flexible expansion and reforming personnel and salary management system.The study found that there are five difficulties in the management system reform of P High-tech Zone in Henan Province: insufficient empowerment,heavy burden of social management functions,difficult coordination of "one zone and multiple parks" management mode,difficult recruitment of management talents,and failure to realize sound operation of performance management.The main reasons are the lack of authority of administrative subject status,the limitations of traditional regional management mode,imperfect top-level design of "one zone and multiple parks",the inactivity of talent recruitment mechanism and the defects of performance management system.On this basis,through analyzing and studying the beneficial measures of the management system of advanced high-tech zones,some beneficial countermeasures for the optimization and improvement of the management system reform of P High-tech Zone in Henan Province are formed.Specifically,the optimization strategy of the management system of P High-tech Zone in Henan Province can be carried out from the following four aspects:accelerating the construction of legal system,optimizing management functions,promoting "one zone and multiple parks" at a high level,perfecting the talent citation system,etc.Through the above research,we can enlighten the direction of deepening the management system reform of P High-tech Zone,so as to make continuous progress towards the goal of building "innovation-driven development demonstration zone" and "high-quality development pilot zone". |
