With the continuous development of blockchain technology, completely decentralized public chains and fully controllable private chains cannot meet the requirements of government services. However, the consortium chain has many advantages of both public and private chains.Compared with public chains, consortium chains have higher security and privacy protection. In addition, consortium chains have faster transaction speed and lower computing resource consumption because they do not need to communicate and coordinate with nodes in the global network.Compared with private chains, consortium chains have higher scalability and collaboration.Overall, the consortium chain is a technology that combines the advantages of public and private chains. It provides a flexible, secure, efficient, and collaborative way for governments and organizations to better manage and share data. The files in traditional government administrative systems may be tampered with or forged, making it difficult to ensure the authenticity and credibility of the data.Furthermore, the lack of collaborative communication between governments, enterprises, and individual users leads to low administrative efficiency, making it difficult to achieve ideal levels of government service. This thesis presents a government document system designed on the FISCO BCOS consortium blockchain platform. The front-end and back-end logic of the government document processing is implemented using the Django framework and Microapp Interaction-A framework, allowing users to store data in databases and consortium blockchains through a front-end interface and perform information query and verification operations. The article introduces the Credit Byzantine Fault Tolerance consensus algorithm to improve the consensus efficiency and trustworthiness of the FISCO BCOS platform.A set of smart contracts is designed using the Solidity language to achieve on-chain storage and query verification services for government documents, enhancing the security of the file information in the system. This thesis propose an integrated storage model that combines consortium blockchains,My SQL databases, and cloud computing technology to overcome the technical limitations of consortium blockchains and detect data integrity, effectively preventing data tampering and improving data security. The article also designs an integrated storage model that combines consortium blockchains,My SQL databases, and cloud storage technology to overcome the technical limitations of consortium blockchains and detect data integrity, effectively preventing data tampering and improving data security.
