Research On The Formation Mechanism Of Government's Open Data Ecological Chain

The opening of government data is an inevitable trend in the era of big data strategy,and is an important method of building a smart,service-oriented and transparent government.Government data contains potential political,economic,and social values and is a strategic resource for the country.Only through development and utilization can the potential value of government data be released to the greatest extent.In the practice of government data openness,multi-stakeholders and the ecological environment together constitute a complex and dynamic ecosystem.The government's open data ecological chain is the most basic structural element of the government open data ecosystem.This article is supported by the theory of existing information ecological chain and government's open data ecological chain.First of all,analyze the constituent elements of the data ecological chain in the dynamic cycle of government data generation,opening,dissemination,utilization,consumption,and feedback,and analyze the node connection methods,node relationships,and node combination methods of the data ecological chain in detail.Based on these,a government open data ecological chain structure model is constructed.Secondly,explore the formation mechanism of government's open data ecological chain from three aspects: the fundamental motivation,basic conditions and the forming way,and construct a government's open data ecological chain formation mechanism model and explain the interaction between open entities.Finally,based on the formation process of the government's open data ecological chain,analyze the impact of ecological environmental factors on the formation of the data ecological chain,construct a system dynamic model of the formation mechanism of the government's open data ecological chain.and use Vensim PLE for simulation.Government data openness is a hot research direction in the field of information science and library and information science.By studying the formation mechanism of government's open data ecological chain,it is helpful to clarify the dynamic cycle of government data resources from opening,dissemination,utilization,consumption to reopening.and it has a strong theoretical guiding significance for the establishment of an open government.At the same time,it can also provide decision-making reference for the competent authorities of the administrative organs to formulate related policies or carry out related work.
