Research On The Problem And Countermeasures Of "One Network Office" Of S City Government Service Under The Perspective Of Administrative Value

In 2016,Premier Li Keqiang first proposed the "Internet plus Government services" in his government work report.Since then,the "Internet plus government services" has become an important way to modernize the government’s governance system and capacity.In March2018,Shanghai deepened the reform of "Internet plus government services" and creatively proposed the reform model of "one network and one office".Since then,the government affairs mode of "one Network office" has officially entered the construction,trial and implementation stage.The implementation of "One Netcom" not only promotes the online service platform,but also plays a key role in the reform of administrative system and mechanism,the optimization of government work process,the improvement of governance system and the improvement of governance capacity,and promotes the construction process of service-oriented government that the people are satisfied with.Therefore,the research of "one network office" for government service has important theoretical and practical significance at the present stage.Correct and reasonable pursuit of administrative value is the goal and purpose of administrative management.This paper takes the theory of administrative value as the starting point of government service,analyzes the implementation of "one network" of government service in S city and puts forward feasible suggestions.First of all,the paper sorts out the relevant literature of Chinese and western public administration values.At the same time,combined with the actual development of government service "one network" in S city,the core orientation of public administration values is selected as democracy,efficiency and responsibility,and carries out research.Secondly,through questionnaire survey and field visits,the implementation of "One Network Office" in S city was deeply investigated,and the collected data were summarized and analyzed.Finally,the democracy,efficiency,responsibility analysis into four indicators,and according to the "5,4,3,2,1" grading of "very good","good" "general","good" not "" very bad "assignment,and the new public service theory and integrity government theory as a theoretical basis for assignment data analysis,combined with the interview content,mining S city" free net phone " service mode implementation.According to the analysis results,in the implementation effect of "One Network Office" in S city,the democratic trend is more reflected,the efficiency is the second,and the government responsibility is relatively less reflected.Specifically,the existing problems include: democratic value dimension,low standardization of service matters,low service hotline execution effect and lack of online guidance service;efficiency value dimension,imperfect platform use function and more running times;responsibility value dimension,platform feedback--long commitment time,platform awareness,low utilization rate,and imperfect management system of "good or bad evaluation".Through the analysis of the causes of the problem and the advanced experience at home and abroad,the following three specific countermeasures are put forward: First,to enhance the democratic experience of "one network",enhance the sense of service,and improve the degree of standardization of matters.Second,we should improve the efficiency of the "One Network Office" platform,optimize the service functions of the platform,and enhance the overall governance awareness.Third,we need to improve the government responsibility content of the "One Network Office" platform,train government personnel to think about the Internet,and deepen the supervision system for good and bad reviews.
