Research On The Supervision Dilemma And Countermeasures Of Single-purpose Commercial Prepaid Card In X City Of Hebei Province

Single-purpose commercial prepaid card is a prepaid voucher for corporate enterprises engaged in retail,accommodation and catering,and resident services to cash goods or services within the enterprise or its affiliated group or the same brand franchise system.Single-purpose commercial prepaid cards are convenient for businesses to use their funds and maintain a stable source of customers,while consumers enjoy the preferential policies given by businesses while obtaining the convenience of payment,achieving a "win-win" to a certain extent.However,problems such as shrinking service quality in the field of single-purpose commercial prepaid cards,difficulties in refunding and refunding cards,and runaway payment of merchants have also been frequently exposed,resulting in a lot of chaos,which requires the government to intervene through supervision in a timely and effective manner.Although the Ministry of Commerce issued the Administrative Measures for Single-purpose Commercial Prepaid Cards(for Trial Implementation)in 2012,China still has significant problems in this field,such as backward regulatory system,unclear regulatory powers and responsibilities,and weak regulatory force.The market for single-purpose commercial prepaid cards is still in chaos and chaos.Taking X City,Hebei Province as an example,this paper studies the problems and causes of the supervision of single-purpose cards in X City based on the analysis of data such as the filing of single-purpose card issuing enterprises,the current situation of enterprise operation and deposit funds,prepaid card consumption complaints,and two typical infringement cases of the single-purpose card industry in X City,"Zhuangli car" and "meter card",It is believed that there are four problems in the supervision of single-purpose commercial prepaid cards in X City,such as the vacuum zone of filing supervision,the unclear rights and responsibilities between various departments and the insufficient cooperation,and the causes of the problems are analyzed.Based on the relevant advanced practices of the United States,Japan,and Shanghai,Jiangsu,Beijing and other places in China,how to get out of the regulatory dilemma and achieve high-quality development of the single-purpose commercial prepaid card in X City,Hebei Province,from the construction of a complete system,the improvement of the multi-party coordinated regulatory system,the construction of a unified regulatory service platform,and the strengthening of regulatory discipline In terms of strengthening the construction of industrial organizations and other aspects,the corresponding countermeasures and suggestions are put forward in order to provide some reference for the relevant work of X City and even Hebei Province,explore an effective way of supervision of single-purpose commercial prepaid cards,and finally realize the improvement of quality and efficiency of the supervision of single-purpose commercial prepaid cards in X City,Hebei Province.
