The Supervision Dilemma And Countermeasures Of Single Use Commercial Prepaid Card Of Dalian

In 2012,the Ministry of Commerce promulgated the "Measures for the Management of Single-Purpose Business Prepaid Cards(Trial)" which directly regulates the commercial prepaid cards,and stipulates the real name system and quota system.However,the frequent disputes over single-purpose cards show that the regulatory effect is not satisfactory.In March 2016,the Ministry of Commerce issued the Notice of the General Office of the Ministry of Commerce on Further Strengthening the Management of Single-Purpose Commercial Advance Cards,which further guides and standardizes the supervision of single-purpose commercial Advance Cards through strengthening the filing,strict examination of materials and increasing penalties.However,from the current market situation,the role of the Notice Very limited.In recent years,some chain brands in Dalian have closed down,dozens of stores have been closed,and all of them are individual businesses.The interests of more than 10,000 prepaid card consumers have been infringed,and the business department can not do anything because of the lack of contact with businesses.This paper uses literature analysis,case analysis,comparative analysis,investigation and research methods to study the supervision of single-purpose commercial prepaid card industry in Dalian.The author obtained first-hand interview data and complaint data through field visits to relevant departments of the business department,and analyzed the data and data,including the use of SPSS17.0 measurement software to analyze the industry distribution of complaints,the proportion of complaints solved and the reasons for unresolved complaints.Through the research,we find that the main problems of supervision are: there are blind areas of supervision,unclear powers and responsibilities of multi-departments and difficult to protect consumers' rights and interests.The main reasons for these problems are: imperfect laws and regulations,imperfect regulatory mechanism and insufficient publicity.Finally,it provides countermeasures and suggestions for Dalian single-purpose commercial prepaid cards.The author suggests promoting local legislation,improving supervision means and mechanism,strengthening supervision team construction and law popularization,and establishing supervision mechanism of trade associations.
