Optimization Path Of "Time Bank" Mutual Aid Pension Mode

China’s economy and society have been developing rapidly for a long period of time.Along with the material and social development of the people’s life and the continuous enrichment of the national spirit and culture,the health quality and average life expectancy of the Chinese people are also improving day by day.The proportion of the population continues to increase,and Chinese society is gradually entering the age of aging.Rapid aging has formed an important economic and social phenomenon that cannot be ignored,and will make the development of old age an important economic and social issue.The various pension models currently in operation are increasingly difficult to meet the needs of the elderly.In order to solve existing problems and improve the quality of elderly care service supply,mutual assistance for elderly care has been actively used in elderly care practice in various places."Time Bank" was proposed and developed rapidly under this background.The advantages of this model make it based on "co-governance and sharing".The mutual aid pension model of China has continued to be carried out,but in reality,this model still faces many difficulties.Blockchain is a new type of information technology that emerges as the times require with the development of big data technology.It has the characteristics of decentralization,distributed storage and computing,and mandatory data cannot be tampered with.It can play an important role in the field of public management.,which has great advantages in solving the defects of "time bank" in the application of mutual assistance to the elderly.Through research,literature and empirical analysis,this paper finds out the problems and causes of the current "time bank" pension model,further proposes the idea of using smart governance and analyzes its credibility,and proposes solutions to the existing "time bank" mutual assistance pension The concept of problems with the model is to make full use of the advantages of blockchain technology to solve the problems existing in the existing "time bank" pension model.Based on the theory of welfare pluralism and social exchange,and using the theory of governance,the government’s smart governance is designed through the block chain.The main plan for the practice of chain technology in the "time bank" mutual aid pension model,innovatively combines new technology with governance,designs a government smart governance model that can be implemented in the pension field,and designs a landing plan for this model.
