The Research On The Governance Of Corruption Crime Of Public Officials In Changde Based On Judicial Documents

Since the 18th National Congress of the Communist Party of China,China has always adhered to the construction of Party style and clean government,always taken a firm stand to promote the construction of anti-corruption,adhered to no restricted area,full coverage and zero tolerance,and the high-pressure situation of anti-corruption has basically taken shape.However,corruption is still the biggest risk for the Communist Party of China,and the situation of China’s anti-corruption struggle is still very grim.This paper selects samples from the judgments of corruption crimes in Changde from 2013 to 2019 published by China judicial documents network,summarizes the characteristics and correlation analysis,and summarizes the case database,which reveals that the corruption characteristics of public officials in Changde are: the way of crime is hidden and the effect of punishment is not strong;Most of them commit crimes alone,and the proportion of accomplices is not low;Most of them are young and middle-aged criminals with low educational background;There are various ways of crime and a wide range of fields;High amount of money involved,great social impact and harm;Long incubation period,insufficient power supervision,etc.It is found that the main reasons for the corruption crime of public officials are the weak awareness of party spirit and the rule of law,and the negative social and cultural influence;The system construction lags behind and the power boundary is not clear;Insufficient internal and external supervision and restriction;The punishment is not in place and the crime cost is low.At the same time,combined with the reality of Changde,we conducted in-depth interviews with relevant comrades of the Commission for Discipline Inspection and consulted relevant literature.It is found that Changde has done a lot of effective work in corruption governance and prevention.However,due to the complicate,long-term and arduous nature of the causes and effects of corruption,there are still some deficiencies in Changde’s anti-corruption work,including the investigation and handling of cases need to be strengthened;Further ideological education is needed;The system construction is not perfect;Team building still needs to be strengthened and so on.This paper puts forward the measures to control and prevent corruption crimes from the perspective of "dare not corrupt,can not corrupt and do not want to corrupt",such as strengthening the ideological barriers that do not want to corrupt,improving the prevention mechanism that can not corrupt,strengthening the punishment and deterrence that dare not corrupt,focusing on improving the comprehensive efficiency of the "three noes" and so on.The "three noes" work together to form an organic whole and contribute to the construction of clean and honest morality.
