Why does’ idling ’occur? Why is it difficult to achieve the expected results?The existing literature mostly studies the causes of "shell societies" from the perspective of market unilateral logic,lacking a perspective that combines government and market logic.Based on the theory of government role theory and the theory of "effective market",and combining the role and function of the government,market elements and mechanisms,this paper establishes an analytical framework-the government and market in farmers’ professional cooperatives.By analyzing the role of county and township governments,farmers,rural entrepreneurs,and village cadres in the development of professional farmers’ cooperatives,this paper reveals the logic behind the government and market,and answers the reasons for the "idle" and the failure to achieve the expected results.Research has found that the logic of the government is essentially an arranged government logic of power and responsibility expansion,while the logic of the market is a market logic of dependent policy response.Under the mediation of dual logic,the government’s arranged logic dominates the mechanism of market action,and grassroots interest collusion drives the operation of farmers’ professional cooperatives to rely on industrial policies.The government’s arranged and market policy dependence jointly shape the occurrence and low effectiveness of cooperative "idling".
