With the rapid development of China’s economy,people have put forward higher requirements for the guarantee and improvement of the quality of life.As an important part of social security,the implementation and development of the collection and management of social insurance premiums is particularly important.In recent years,the high proportion of the elderly population in China has led to the increase of the staff support rate and heavy burden,and finally caused the problem of raising and paying endowment insurance funds to become more and more prominent.In order to further meet the needs of people’s lives and ensure the safety of people’s lives,the state has handed over various social insurance premiums such as basic endowment insurance,basic medical insurance and unemployment insurance to the tax department for unified collection to solve the practical problems such as low collection efficiency and the security of social insurance funds.The responsibility for the collection and management of social insurance premiums of government institutions and urban and rural residents is first transferred to the tax department.After the national tax authorities have completed the handover of the duties of social insurance premiums collection for enterprise employees,the social insurance premiums will be handed over to the tax authorities for collection and management and will be officially implemented nationwide.The subject of collection and management of social insurance premiums will be changed from "dual" to "single".The collection and management of social insurance premiums will become one of the key tasks of the tax authorities in the future.How to optimize the collection and management of social insurance premiums,respond to the following problems and challenges,and continuously improve the quality and efficiency of the collection and management of social insurance premiums has become a problem that the tax authorities must and urgently need to consider and study.This article takes the collection and management of social insurance premiums by the tax department of C City,Heilongjiang Province as the research object,based on the theory of process reengineering,the theory of new public services,and the theory of information asymmetry.Based on my work experience in collecting social insurance premiums at the tax service hall and obtaining practical information on the collection and management of social insurance premiums,I conducted an investigation and research on the current situation and collection and management methods of social insurance premiums in the tax department of C city.It was pointed out that there are problems in the collection and management of social insurance premiums in the tax department of C city,such as insufficient collection management and clearing of arrears,And further analyzed the reasons for the problems and proposed countermeasures and suggestions for the innovative development of social insurance collection and management for the tax department of C city,such as promoting the construction of a smart social insurance fee collection and management platform,innovating social insurance fee collection and management methods,increasing publicity for social insurance fee payment,and optimizing the social insurance fee collection team of grassroots tax authorities.I hope to provide effective working methods for the collection and management of social insurance premiums by the tax department of C city.
