Research On The Distribution Of Value-added Income Of Zhaoqing Housing Provident Fund Based On Equity Perspective

According to the report to the 19 th National Congress of the People’s Congress,we should adhere to the position that housing is for living in,not speculation,and accelerate the establishment of a housing system in which multiple sources of supply,multiple sources of support,and both rental and purchase are provided,so that all people can have access to housing.As the evolution of the housing system from the planned economy system to the market economy system,the housing accumulation fund model has gradually developed and developed on the basis of learning from the Singapore Central Accumulation Fund model.Peculiar to the housing dual attribute,social attribute and economic attribute,determines it is one of the most key link of the implementation of the social welfare of the people’s livelihood,is also one of the most important part of national economic development,after 30 years of exploration development,improve the housing accumulation fund system,the system run more smoothly and capital accumulation speed and size.By the end of 2021,the national housing provident fund had accumulated a total of 8188.214 billion yuan,which played a certain positive role in solving the housing problems of workers.The housing provident fund system has become an important part of the housing security system in China,and is the material basis for the sustainable development of the housing security system.In recent years,the issue of the equity of the housing provident fund has been widely discussed by all sectors of society.As a social welfare security system,whether the housing provident fund system can guarantee the reasonable rights and interests of the employees,whether there is a dispute between public and private between the value-added benefits of the housing provident fund,and whether there is a phenomenon against equity,such as robbing the rich to give to the poor,have become a hot topic of research.From the perspective of equity,his paper further defines and expands the establishment and application of the housing provident fund system.Taking the value-added income of the housing provident fund as the research subject,this paper focuses on analyzing its operation,distribution structure and problems in the distribution process.On the basis of weighing the fairness and efficiency of the distribution and use of the value-added income of the housing provident fund,Put forward the relevant reform plan to discuss,more effectively protect the legitimate rights and interests of the housing provident fund paid workers,promote the housing provident fund value-added income of healthy,comprehensive and sustainable development,Meanwhile,taking the housing provident fund of Zhaoqing City as an example,this paper makes a linear analysis of the relevant data of housing provident fund contributions,loans and value-added income in the past five years.Combining with the equity theory,it adopts the methods of interview,literature research and qualitative and quantitative combination to analyze the current situation and existing problems of the equitable distribution of value-added income of Zhaoqing housing provident fund.Through the full analysis of the relevant data of Zhaoqing city,this paper studies the unfair problems in the distribution system of the value-added income of housing provident fund,points out the unfair problems caused by the loan risk reserve of housing provident fund,the management expenses of the housing provident fund center,the supplementary funds for the construction of low-rent housing and the unclear attribute of the value-added income,and puts forward some suggestions on the direction of reform.
