Research On The High-quality Development Of Rural Social Organizations In The New Era

For a long time,the three rural issues have been the most prominent and fundamental issue in China’s development.As an emerging and vigorous governance subject of grassroots governance in rural areas,rural social organizations in the new era should assume the governance responsibility in the entire rural governance pattern except for the government,the market and official autonomous organizations,but due to the insufficient endogenous driving force and external thrust of rural social organizations,their development still faces many difficulties and needs to break many barriers,so they play a limited role in rural governance.Based on the field research,taking the development of rural social organizations in Jiangxia District of Wuhan as an example,taking history as a guide,in the process of discussing the development process of rural social organizations after the founding of the People’s Republic of China,combined with the development of rural social organizations in Jiangxia District of Wuhan City,the research launched from the current state,issues,constraints and the path of the development quality of rural social organizations,in an effort to analyze and solve the main bottlenecks in the current development of rural social organizations.Put forward feasible path choices,promote better participation in rural social governance,improve rural strength and service levels.This paper is divided into nine parts.The first part is the introduction,which mainly expounds the research background and significance of the high-quality development of rural social organizations,and summarizes the relevant domestic and foreign literatures,including the connotation and characteristics,classification,rise and development,function and role,problems and countermeasures of rural social organizations,and makes a research review.Then the relevant concepts and theoretical basis are analyzed.The second part reviews the five historical stages of the development of rural social organization and describes the current development situation of rural social organization.The third part explains the high quality development of rural social organizations in the new era,and discusses the core connotation,development goals,relevant policy support and significance of high quality development.The fourth part puts forward the core content of this paper--the conformity,applicability and satisfaction requirements and evaluation indicators of the high quality development of rural social organizations.The fifth part carries on the case study,selects the research object as the rural social organization in Jiangxia district of Wuhan city,analyzes the development quality of the current rural social organization according to the three types of quality requirements proposed in the previous part.In the sixth part and the seventh part,we study the problems existing in the high-quality development of rural social organizations and related influencing factors,including the legal system,party construction,organizational structure,talent,capital,business development,evaluation mechanism and other aspects.The eighth part summarizes several paths for the high-quality development of rural social organizations--improving the relevant legal norms,giving full play to the functions of grass-roots party organizations,clarifying the boundaries of government responsibility,strengthening the internal construction of organizations and improving the supporting systems and mechanisms.The ninth part summarizes the whole text.
