Research On Governance Of Local Officials And High-quality Development Of Economic Development Zone

Entering a new era,China's economy has changed from high-speed growth to high-quality development.This puts forward new propositions for the development of different regions in China.Referring to relevant literatures and Baidu Encyclopedia,National Economic and Technological Development Zone is abbreviated as "Economic Development Zone"(Hereinafter referred to as Economic Development Zone).Under the background of reform and opening up,it was approved by the central government to set up,carrying an important historical mission of reform and opening up experimental fields.After 40 years of reform and opening up,great achievements have been made in promoting economic development and utilizing foreign capital.According to the statistics of the Ministry of Commerce,the GDP of 219 economic development zones in China in 2017 is 9136.4 billion yuan,an increase of 9.9% over the previous year,which is 3 percentage points higher than that of the whole country;the total reinvestment of foreign-funded enterprises and foreign-funded enterprises is375.8 billion yuan,an increase of 13.8% over the previous year.While affirming the achievements of the development zone,through consulting the existing literature,it is found that the development is not balanced among economic development zones,and some economic development zones have problems of low economic development quality,convergence of industrial structure and high energy consumption and other issues which are not suitable for the high-quality development of the economy.economic development zone is a special policy area set up by the government.These development problems can not be separated from the promotion of local governments in the region.Further analysis of whether there is an inevitable link with the governance of local officials? Therefore,based on the existing research results,this paper deeply analyses the relationship between local official governance and development of the economic development zone,and explores the paths and methods which are conducive to the high-quality development of the economic development zone.Following the relevant research methods,the local officials analyzed in this paperare the "top officials" responsible for the development and construction of the whole economic development zone.In order to realize the scientificity of research,I first spent a lot of time to collect and screened the relevant data of officials and economic development zones.On this basis,the paper mainly refers to the literatures,theory and practical results of the development of Open Economic Zones(including economic development zones),refers to the literatures on the relationship between official governance and economic development in terms of tenure,promotion,source,direction,exchange and replacement,and discusses the literature on the influencing factors of development of economic development zones.The main theories for reference include:Firstly,Bureaucracy and incentive theory of public choice.Officials are civil servants who assume certain responsibilities,but they also have various interest demands.The theory of bureaucracy of public choice provides a research perspective for us to understand this phenomenon.Secondly,the theory of federalism with Chinese characteristics explores the relationship between the central and local governments and the relations among local governments from the perspective of fiscal and administrative decentralization.The theory is an important foundation for understanding the relationship between local governments.Thirdly,Theories about Administrative Contract System and Promotion Championship which are proposed by Professor Zhou Li'an further studied the relationship between officials and governments from the vertical and horizontal perspectives.These are important analytical frameworks of the paper.Fourthly,the relationship between local government and land based on land,fiscal and taxation system is conducive to coordinating the high-quality development of local officials and economic development zone from the institutional level.From the perspective of land system and fiscal and taxation system in China,as for local governments land is not only a factor of production,but also has multiple effects.Fifthly,Adaptation Theory based on Williamson's three-tier framework of organization,individual and governance provides a theoretical mechanism for understanding the relationship between official governance and high-quality development of economic development zones.The paper is divided into nine chapters,the first three chapters are introduction,literature review and related theories.Based on the relationship between land,and financial system,the fourth chapter explores the relationship among officials,land and economic development of economic development zone,and seek the internal relationship among the above research objects and reasons behind the phenomenon.Chapters 5 to 8 focus on the analysis the relationships between the high-quality development of the economy of the economic development zone and important characteristics of official governance,including official term,promotion pressure,source and destination,exchange and replacement.At the same time,the relevant factors affecting the development of economic development zones,such as economic variables,location,management system,upgrade time and city grade of economic development zones,are introduced as control variables in the analysis.Chapter 9 is about the conclusion and policy recommendations of the paper.Through theoretical and empirical research,it is found that promotion championships are common in the governance of local officials.As a special policy area,the promotion competition may be more significant.Under the guidance of this kind of governance,officials' tenure is shorter and their turnover is more frequent.Officials are short-sighted in economic growth,industrial development and utilization of resources and energy,which is not conducive to the high-quality development of the economy.In addition,the governance characteristics of officials,such as age,educational background and origin,also have different effects;from the perspective of source,destination or exchange,experience effect and matching effect also have heterogeneity.Based on the above conclusions,further suggestions are made to improve the level of official governance and promote high-quality economic development in the economic development zone.The main research method used in this paper is using STATA14.0 to carry out regression analysis and robustness test on panel data of 90 economic zones covering most provinces in China from 2010 to 2015.The difficulty of the study is that it is very difficult to obtain panel data,especially data referring to the land,green innovation and other indicators which are less in quantity.Starting from the beginning of 2017,the collection and collation of research data run through the whole process of paper design and writing.In order to enhance the persuasiveness of the paper,the trend maps of land,economic growth,industrial structure and export-oriented economic developmentduring the period of the economic development of the economic development zones are drawn by comparison and chart method.These charts play a supplementary role in the empirical regression results.This paper explores the relationship between official governance and high-quality economic development in the economic development zones,with a view to achieving innovation on the basis of existing theories.At present,the relevant studies focus on the relationship between provincial and municipal officials and economic growth,industrial structure upgrading,people's livelihood,enterprise behavior and so on.The innovation of this paper is to study the relationship between the governance of local government officials and the high-quality development of economy from the perspective of economic development zone-special policy area,which is an innovative study of the existing theory.However,due to the limitations of current research data acquisition,there are inevitably biases.It can be believed that with the continuous development of large data and more information,the research in this area will also be enriched and improved.
