| The ASEAN non-intervention principle is derived from the principle of mutual non-intervention stipulated in international law,and has been established through a series of documents and declarations.As a regional alliance organization,ASEAN’s emphasis on abiding by the principle of non-intervention is complicated.The colonial history and the influence of the Cold War have made ASEAN countries highly sensitive to national sovereignty and have a strong will to avoid taking sides.Due to the differences within ASEAN and regional conflicts in Southeast Asia,adherence to the principle of non-intervention has become a realistic need for ASEAN.The role of ASEAN’s non-intervention principle in protecting national sovereignty limits ASEAN’s ability to intervene in regional political crises,and it also hampers ASEAN’s ability to govern non-traditional security issues in the region.ASEAN’s inaction has resulted in damage to ASEAN’s internal solidarity and reduced international prestige.The practical challenges facing the principle of non-intervention have loosened ASEAN’s adherence to the principle of non-intervention in internal affairs.ASEAN has begun to make some "breakthroughs" in the principle of non-intervention,from proposing "constructive engagement" and "enhancing mutual influence" codes of conduct to the establishment of the ASEAN "troika" mechanism,from the promotion of ASEAN economic integration to the introduction of ASEAN "Indo-Pacific".Looking forward,” ASEAN continues to“break through” the restrictions of the principle of non-intervention and strengthen its ability to dominate regional affairs.Against the background of economic globalization and regional integration,ASEAN needs to enhance regional economic competitiveness.The increased importance of democracy and human rights issues has also led ASEAN to intervene in regional democratic reforms.Natural disasters are frequent in the Southeast Asian region,and coping with transnational challenges is a necessary condition for maintaining unity within ASEAN."Collective intervention" has been widely recognized by ASEAN countries,creating conditions for ASEAN to "break through" the principle of non-intervention.As the international pattern changes,coping with the strategic competition of major powers and maintaining the centrality of ASEAN are also problems faced by ASEAN.The above factors have jointly led to ASEAN’s "breakthrough" of the principle of non-intervention.Due to different strategic objectives and member states’ attitudes towards ASEAN’s intervention,the degree of "breakthrough" of ASEAN’s non-intervention principle in different fields is also different.In the economic field,ASEAN will completely "break through" the restrictions of the principle of non-intervention and become the helm of the regional economic integration in Southeast Asia.In the field of security,in order to deal with non-traditional security issues,ASEAN has made a "soft breakthrough" in the principle of "non-intervention",that is,to improve the security mechanism,and some member states will exercise criticism,supervision and rescue operations,and do not emphasize the main role of ASEAN..At the political level,apart from the formulation of the overall external strategy of the region,ASEAN will continue to abide by the principle of non-intervention,so as to avoid excessive interference in the internal affairs of member states that will affect ASEAN’s internal unity. |
